Request for Proposal for Service - UNICEF

UNICEF VIET NAM is looking for qualified Institutional/Corporate service for “Study on the readiness for education of children with disabilities in eight provinces”.

Summary of the Assignment

In partnership with the Ministry of Education and Training, the study aims to examine; (a) readiness of schools to provide inclusive education to children with disabilities, in doing so, the overall education system at all levels will be also examined; (b) readiness of children with disabilities to go to school and to have education; and (c) readiness of community to support children with disabilities to go to school and have education. The study will focus at pre-primary and primary education level in eight UNICEF focus provinces of An Giang, Kon Tum, Ninh Thuan, Dien Bien, Ho Chi Minh City, Lao Cai, Gia Lai and Dong Thap, with in-depth study in 3 out the 8 provinces. The study will have both quantitative and qualitative components.

The final outcomes of the assignment must be able to draw policy recommendations and key solutions: to improve current policies and to promote inclusive education for children with disabilities; to improve the data and information system in order to plan and budget support for education of children with disabilities; to MOET and provincial authorities to accelerate the provision of education to children with disabilities at the level of national and provincial education planning and strategies; and to raise awareness of various stake-holders on existing policies and its implications. The final report in Vietnamese and English is required.

Team leader should have experiences in managing and leading research studies and projects in social science fields within the international context. The assignment is scheduled to commence on 1st August 2013 with the total number of 53 working days over a period from 1st August 2013 to 29th March 2014.

The Service Providers will be asked to make the bid in 2 parts: one will be the technical proposal and the other one will be the price proposal.

The Proposal should be registered by UNICEF Receptionist located on the 3rd floor during working hours (8:00 - 12:00 and 13:00 - 17:00), and put in the UNICEF secure bid box located in the Reception area.
