Request for Proposal for Service - UNICEF Vietnam

UNICEF VIET NAM is looking for qualified Institutional/Corporate service from International or National organizations for “Formative research and development of a C4D framework on neo-natal care practices, care seeking and treatment of pneumonia and diarrhea, hand washing and household water treatment and storage practices in Viet Nam”.

Summary of the Assignment

Given the progress made in Viet Nam in child survival and development outcomes including in the use of communication/BCC interventions, the proposed consultancy is expected to have three major components to strengthen evidence-driven hygiene promotion efforts for pneumonia and diarrhoea through a range of communication approaches.

· Systematic desk review of current (and from the past five years) evidence on socio-cultural practices and behaviours related to hygiene promotion, particularly on hand-washing with soap and practices related to diarrhoea and pneumonia prevention and treatment. The literature review is expected to explore local, regional and international data related to care seeking and hand hygiene practices and explore gender dimensions and variations in ethnicity that may be at play related to hygiene promotion.

· Develop a matrix of the key development and government partners, donors, INGOs and mass organizations that play a crucial role in implementing communication interventions around new-born care, hygiene promotion, prevent and control diarrhoea and pneumonia. The matrix needs to highlighting on-going communication strategies and specific activities at national and sub-national level, with a reference to availability of communication and behavioural data, where possible.

· Primary data collection (in-depth interviews, observation in households and participatory exploration of disease prevention and communication patterns as well as intercept surveys at health centres where possible) to gain the extent to which healthy actions are or are not being practiced and reasons for the same. Primary data should also explore role of actors beyond the family to include influential community members (local leaders, outreach workers, school teachers) and service providers.

· Develop an exploratory strategic communication for development (C4D) framework that explicitly puts-forth how behaviour and social communication strategies need to be designed for families, communities, service providers and policy makers to ensure healthy actions are advocated for, adequately promoted and sustained by building upon the existing C4D workplans developed by each province for the period 2012-2016. The framework would be based on a conceptual framework and theoretical assumptions that under-pin a socio-ecological approach to communication guided by desk and field level data.

· The C4D framework will put a particular emphasis on indicators for measurement of effectiveness and roles of the key partners/stakeholders in implementation and monitoring the activities under this framework.
