Request for Quotations: Assessment of Oxygen Capacity

BACKGROUND

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC Vietnam’s goal is to deliver efficient, affordable, results-based technical assistance and direct services while closing remaining gaps in Vietnam’s efforts to meet HIV epidemic control targets and address the global COVID-19 pandemic.

EpiC is seeking individual consultants/consultancy firm to conduct an evaluation of the existing oxygen equipment and infrastructure capacity at up to 54 provincial lung and tuberculosis (TB) hospitals or TB hospitals under management of National Tuberculosis Control Program (NTP), to see how technical capacity and equipment met, did not meet, or exceeded needs during COVID-19 and “normal” periods for the treatment of TB and other lung diseases. The consultancy work will include data collection, data analysis and report witting in close collaboration with NTP and EpiC. The consultants will consist of at least 2 consultants, including one consultant for data collection, and one consultant for data analysis and report writing and dissemination of findings and recommendations.
