Research Consultant

Save the Children (SC) works to promote every child’s rights to survival, protection, participation and development as set forth in the UN Convention on the Rights of the Child. The current programme focuses on the following core sectors: Health and Nutrition; HIV/AIDS prevention; Care and support; Education; Child protection; Child-focused emergency preparedness and response; Climate change adaptation; and the Child rights agenda, including Civil society development, Economic opportunities, Child poverty Research, and Advocacy for child-friendly development policy and practice.
Vacancy: Research Consultant
Save the Children and Plan have developed the Vietnam Child-Centred Climate Resilience Program with the goal to build the adaptive capacity of vulnerable children and their communities in Vietnam to manage the impacts of climate change. Now we are looking for a Vietnamese national for the Consultancy on Understanding Provincial Capacity of Key Institutions to Facilitate Local-level Adaptation to Climate Change in Four Provinces in Vietnam. The contract is expected to start from August 2013.
Consultancy Objectives
1. Assess the level of climate change understanding within key institutions at the provincial level across the four target provinces in Vietnam
2. Map existing policies, programs, materials and models for community-based adaptation in each province
3. Review implementation of provincial Action Plans (based on the National Target Program to Respond to Climate Change)
4. Provide recommendations on how the current climate change program can help address capacity constraints.
Key Competencies:
• At least five years’ experience in social/institutional research, preferably in relation to climate change adaptation and/or disaster risk reduction as well as institutional capacity assessments/building
• Higher degree and/or proven expertise in climate change adaptation, development planning, and institutional capacity assessments.
• Experience in the collection and analysis of qualitative primary research.
• Fluent in Vietnamese and English both spoken and written.
