Resource Development Manager

World Vision International – Vietnam (WVV) invites Vietnamese competent candidates for the following position:

RESOURCE DEVELOPMENT MANAGER (1 position), work base: Hanoi.

World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of more than USD20,000,000 in FY12 with funding from 16 support countries in Europe, Asia, the Americas and Australia. WVV employs about 420 staff, of which 98% are Vietnamese nationals.

In FY 2012, World Vision Vietnam (WVV) is implementing 40 Area Development Programs (ADPs), of which 7 ADPs are under the transition phase; 6 new ADPs are under the assessment and design phase, 5 re-design ADPs and 22 ADPs are under the implementation phase. In addition, WVV is implementing 15 grants and PNS (Project None Sponsorship) projects which are mostly integrated into our current ADPs. Under the national strategy, funding acquisition and grant management have been put as one of the strategic priorities for WVV in the next 3 years (FY12-14) to increase the percentage of grants and PNS funding to better balance the portfolio. 

Up till now, Grant Acquisition has been a part-time role with Program Effectiveness. Given the priority for grant and PNS funding acquisition and the need to establish a strong system within WV Vietnam to support grant acquisition and management, we have sought to make this a full time role. 

Purpose of the position:

- To support World Vision Vietnam (WVV) in grant and PNS funding acquisition and management including the provision of technical grant support to ensure concepts, proposals and projects are delivered on time, on budget and on target. 
- To implement the Grant strategy and meet the targets set by WV Vietnam in terms of funding acquisition
- To assist PQD-Director and WV leadership with strategic oversight for WV Vietnam’s grant and PNS portfolio
- To assist the PQD-Director, other technical staff as well as Operations in writing successful grant and PNS concepts and proposals for funding through donors and private sector partners.
- To assist Operations Department in providing programmatic and financial management support for all successful grant and PNS projects
- Ensure all grant projects adhere to LEAP standards and are delivered in a timely and targeted manner on budget.
- Ensure that the system of monitoring and reporting for grants and PNS projects is rigorous and in line with WV Partnership Program Effectiveness standards

Knowledge, Skills and Attitude Required:

- University Degree in International Development/Program Management field;
- Master degree in International & Community Development and/or International Relations/Program Management 
- Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes;
- Demonstrated training and facilitation skills;
- Good interpersonal and communications skills;
- Strong relationship and networking skills 
- Strong English, especially report writing skills;
- Good computer skills in Word, Excel, PowerPoint and email;
- Experience in Program Management
- Experience in M&E and Management Information System;
- Experience in community development or with INGO;
- Experience in accounting and finance;
