2.       Statement of Business

3.       Project Background

Recently, the Ministry of Health’s Office of Cabinet (MOH OC) requested PATH to support in creating an online tool to track the amount of some types of respiratory care equipment in hospitals treating COVID-19 patients in order for the MOH and management agencies to know which hospitals have the capacity to treat more patients and/or reallocate equipment to facilities facing shortages so that the right patient can be transferred to the right health facility.

PATH is seeking an information technology vendor(s) who will work closely with the MOH OC and PATH to develop the above mentioned platform, and update and maintain the platform as required.

4.       Scope of Work and Deliverables

4.1. Scope of work

The IT firm will develop and maintain the platform that meet the specification requirement by the MOH OC and PATH. Detail of the SoW and platform specification is in table 1 and 2 below.

Building a list of variables to be monitored based on the required corresponding events as required.


Building data input forms for medical facilities, management forms for Provincial Health Departments


Setting up variables and report forms as required by the program, including a daily update report form.


Linking event-base-monitored data from Departments of Health with data collected from medical facilities via base code.


Creating Dashboard forms to enable display signs/events by time/by department/by floor.


Review dashboard and system prototype with MOH and PATH to check list of variables, inputs, and calculations are accurate and meet health system needs. Revise system/dashboard as necessary.


Building a hierarchy of authority according to the requirements.


Integrating software to automatically update data from the Departments of Health into the daily timelines.

Accuracy: Database uses SQL Server to store, query and process data, ensuring that data is stored safely, accurately, processed to the maximum without duplicates.


Efficiency: Quickly and accurately responding to requests and search for each treatment facility and Medical device type.


Security and safety: Apply patterns such as Token Authentication, N-Layer, 3-Tier to increase security for each function and easily connect with Partners’ APIs.


Linking and Extensible: Ready to meet the needs of storing, entering large quantities of detailed data. The latest technology of ASP .Net, Angular allows to build new functionality quickly and maintainable code. Using APIs makes it easier to integrate and link with other software.


Information security: The reported data is hierarchical and filtered by criteria such as floors, provinces, time and treatment facility to ensure the right data, right time for each filtered subject. Users must be authorized and granted an account to access the system. Access passwords are encrypted and stored securely on the Server using SSL protocol.


Response speed: Using the latest Microsoft’s ASP .Net 5 and Google’s Angular 12 to respond to client queries. The server is 24/7 available responding to high volume of queries.


Extensible development: Easily extend functions, expand decentralization, expand reports, statistics and build new APIs.


The ability to authorize: The dynamic authorization system makes it easy for the Admin to edit the access rights, add, delete the corresponding data in each function menu, on individual treatment facilities.


Utilities: The system automatically updates the data according to certain adjustable time frames.


Interactive, colorful user interface, harmonious layout for fast, easy and accurate information searching.

4.2. Deliverables and timeline

5.       Costs

Provide itemized costs for the total scope of this project, based on the scope of work and deliverables outlined in Section 4. The final scope of work may be subject to negotiation; however, bidder selection will be made against the original scope of work. Bids should include itemized costs for key elements of the scope of work, as follows:

  • Estimated total level of effort and associated costs for each work items under Table 1.
  • Itemization of all other costs, e.g., service tax, etc.
  • Estimated schedule of other anticipated expenses (additional resources, outside resources, etc.).

6.       Overall Qualifications

Provide information on your overall qualifications, including:

  • Profile of relevant corporate qualifications.
  • Profile of relevant experience and examples of related work.
  • Number of years in business.
  • If your company has more than one location, please indicate these qualifications for the site that is responding.
  • Experience with health information platform development.

7.       Proposal Evaluation Criteria

The following is a list of significant criteria against which proposals will be assessed. The criteria are listed in order of priority, however they are not weighted.

A.      Technical appropriateness of services offered.

B.      Experience with health information platform development

C.       Costs (as detailed in Section 5).

D.      Lead-time to complete the products.

E.       Experience in health sector and/or software development.

C. Proposals due: September 10, 2021

9.     Terms and Conditions of the Solicitation

A. Notice of non-binding solicitation

PATH reserves the right to reject any and all bids received in response to this solicitation and is in no way bound to accept any proposal.

B. Confidentiality

All information provided by PATH as part of this solicitation must be treated as confidential. In the event that any information is inappropriately released, PATH will seek appropriate remedies as allowed. Proposals, discussions, and all information received in response to this solicitation will be held as strictly confidential, except as otherwise noted.

C. Conflict of interest disclosure

Suppliers bidding on PATH business must disclose, to the procurement contact listed in the RFP, any actual or potential conflicts of interest.  Conflicts of interest could be present if; there is a personal relationship with a PATH staff member that constitutes a significant financial interest, board memberships, other employment, and ownership or rights in intellectual property that may be in conflict with the supplier’s obligations to PATH. Suppliers and PATH are protected when actual or perceived conflicts of interest are disclosed.  When necessary, PATH will create a management plan that provides mitigation of potential risks presented by the disclosed conflict of interest.

D. Communication

All communications regarding this solicitation shall be directed to appropriate parties at PATH indicated in Section VIII. A. Contacting third parties involved in the project, the review panel, or any other party may be considered a conflict of interest and could result in disqualification of the proposal.

E. Acceptance

Acceptance of a proposal does not imply acceptance of its terms and conditions. PATH reserves the option to negotiate on the final terms and conditions. We additionally reserve the right to negotiate the substance of the finalists’ proposals, as well as the option of accepting partial components of a proposal if appropriate.

F. Right to final negotiations

PATH reserves the option to negotiate on the final costs and final scope of work and reserves the option to limit or include third parties at PATH’s sole and full discretion in such negotiations.

G. Third-party limitations

PATH does not represent, warrant, or act as an agent for any third party as a result of this solicitation. This solicitation does not authorize any third party to bind or commit PATH in any way without our express written consent.

H. Proposal Validity         

Proposals submitted under this request shall be valid for 90 days from the date the proposal is due. The validity period shall be stated in the proposal submitted to PATH.
