INTRODUCTION
World Vision Vietnam (WVV) is a child focused; faith based international relief and development organization operating in Vietnam since 1960s. It operates in 15 provinces of Vietnam, providing assistance to communities in the sectors of education, health, water/sanitation, gender protection, HIV/AIDS, food security, capacity building, micro-enterprise development, anti-human trafficking and as required, in the provision of emergency relief assistance.
The overall goal of the Safe Motherhood Project is improving Maternal and Newborn Health through strengthening Safe Motherhood interventions in Dien Bien Province, Vietnam. This project is funded by Japan Government and being implemented in Tuan Giao and Muong Cha districts, Dien Bien province. Each Project Assistant is in charge of one district.
PURPOSE OF THE POSITION
- To support World Vision Vietnam in improving the maternal and newborn care practices among pregnant women and new mothers in project sites that contribute to reduce maternal and newborn mortality rate of project districts, Dien Bien province;
- To facilitate and overall manage the Safe Motherhood Project activities in designing, planning, implementing, monitoring and evaluating of the SM project among the target groups.
KEY RESPONSIBILITY
- In close coordination and collaboration with Safe Motherhood team at National Office, undertakes the project activities
- Carefully monitor the project budget, providing recommendations and interventions to correct any deviations, ensuring beneficiaries and partners’ needs are taken into account in the budgeting process.
- Sets up and build capacity for project team
- Daily management of project activities against approved DIP, strategies
- Work with the WVV’s relevant departments/units (Operations, Finance, Administration, Program Development Support and People and Culture to establish and maintain management systems and procedures that deliver transparency, accountability and quality implementation
- Provide technical and contextual input into the design of project, including conducting situational analysis, oversee and analyze baseline data, set objectives and activities to address assessed needs and recommend adjust implementation approaches to attain or maintain the highest quality
- Work cooperatively with outside technical assistants and incorporate recommendations into the project implementation
- Overall management for ensuring the Capacity building of local partners/counterparts is done through the provision of training on research, management and training skills in the field of Safe Motherhood to ensure project sustainability;
- Project activities are provided adequate supportive supervision to ensure the quality of activity implementation as technical design
- Document “good practices” for the process of project implementation which will be mainstream to other WVV’s ADPs in the future
- Does Baseline survey, Sets up of an M&E system and Project evaluation
- Liaison and effective relationships with MOH and other local partners, NGOs for project’s start-up, implementation and coordination in Dien Bien province are built and strengthened
- Promote Safe Motherhood intervention at provincial level. Represent WVV in forums and meetings whenever required by National Coordinator Sector - HEALTH.
- Periodical reports in line with WVV and donors’ requirements. Make other reports within responsibilities in a timely manner.
JOB REQUIREMENT
The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:
- Bachelor degree, preferably in medicine or public health
- Strong command of report and proposal writing in English and Vietnamese.
- High networking and diplomacy skills.
- Strong project planning, management, monitoring and evaluation skills.
- Strong knowledge in interventions of capacity building on safe motherhood/maternal and new born care
- Strong knowledge in behavior change communication on maternal and child health care
- Strong knowledge in computer applications including word processing and spread sheet.
- Must be a team builder committed to the transfer of knowledge.
- Willing to travel extensively and cover difficult assignments
- A minimum of two year experience in senior management positions within NGO working in both safe motherhood and/or development in Vietnam.
- Experience to work with ethnic minority groups
