SENIOR ACCOUNTANT
Position type: Full time, starting from September 2011.
Initial Contract: One year
Location: Ha Noi
Interfacing: The senior accountant reports to the Program Administrator in Hanoi and interacts with the two site administrators based in the country program as described in the Job description.

Job Summary:
Reporting to the Program Administrator in Hanoi and to the Program accountant at headquarter level, the senior accountant is responsible for the day-to-day and monthly accounting, checking all the accounting vouchers and reports, using the global accounting software of Handicap International; handling all payment, dealing with the banks for all the bank issues. The senior accountant will ensure that the accounting is done according to HI-VN procedures and regulations. 

Main tasks & responsibilities:
Coordination and archiving:
- Participate in weekly, monthly and yearly planning of the Finance Department;
- Participate in the budgeting plan;
- Co-operate with the Program Administrator in conducting internal financial audits at project sites;
- Collecting information for donor reports, proposal writing and auditing.
- Together with the Program Administrator, participate to budget monitoring/follow up for the financial management of the support office and the project sites;

Accounting:
- Checking al accounting vouchers, reports with supporting documents and bank requests before getting approval from Program Administrator and Country Director;
- Checking day-to-day expenditure, encoded expenses in the support office and the project sites to make sure all the payments are made and recorded properly and accordingly.
- Organize accounting and supporting documents in a well defined structure and in a good filing system. Checking and making sure there is full original supporting documents before sending to Head Quarter;
- Ensure the tasks of monthly, yearly accounting closure.

Treasury
- Ensure the management of office cashbox;
- Perform all types of bank transactions;
- Manage advance payments and reimbursements given to/received by the staff
- Ensure salary, insurance, allowances payments;
- Ensure payments of housing contracts;

Selection Criteria and Qualifications
- University graduate in Accounting/Financing;
- A minimum of four years’ experience in senior Accounting positions, preferably in the NGO circle.
- Fluency in English (IELTS 5 or equivalent) and Vietnamese;
- Computer literate and effective abilities in Word, Excel and Accounting softwares;
- Ability to work with a minimum of supervision, exercise judgment, meet deadlines and work under pressure;
- Ability to write Accounting reports in English; French is an added-value;
- Honest, meticulous, transparent, responsible;
- Having an ethical and critical way of thinking;
- Good inter-personal skills.
