Senior Administrative and Finance Assistant, ILO Country Office for Viet Nam (GS-7)

The ILO Country Office for Vietnam is implementing a programme entitled Developing and Implementing a New Industrial Relations Framework in respect of the ILO Declaration on Fundamental Principles and Rights at Work (“NIRF/FPRW Programme”). The programme has multiple projects with support from several donors including the United States, Japan, European Union (EU) and Canada. The Senior Administration and Finance Assistant will provide direct support for projects under the NIRF/FPRW programme funded by the US Department of Labour and Japan. The Senior Administrative and Finance Assistant will report to the Programme Manager of the NIRF/FPRW Programme. He or she will provide guidance to the Administration and Finance Assistant will work in close collaboration with the NIRF/FPRW project team and other staff members in the Country Office. The incumbent will perform administrative and finance tasks in accordance with ILO rules. The incumbent will also be required to maintain close working contacts with the ILO Regional Office for Asia and the Pacific and with ILO Headquarters as and when required.

The position is based in Hanoi, at the grade of GS-7 (UN Salary Scale).

Minimum Requirements include:

Education – Completion of secondary school education plus formal training in administration and accounting and/or finance from a recognised commercial school or equivalent.

Experience – Seven-year experiences in administration, finance or accounting.

Languages Excellent knowledge of spoken and written English and Vietnamese.

Competencies Excellent computer skills including an ability to use Microsoft Word and Excel as well as other software packages. Good knowledge of accounting principles and practices. Ability to maintain financial records and prepare clerical accounting reports and statements. Attention to detail and accuracy. Good drafting skills, and demonstrated ability to prepare reports. Ability to search and retrieve information from databases and compile reports. Ability to deal with confidential and sensitive matters with tact and discretion. Ability to deal with clients and to respond to their queries. Ability to communicate effectively both orally and in writing. Ability to deal with people with tact and diplomacy. Ability to work on own initiative as well as a member of a team. Excellent time management skills.
