Job Description

USAID/Vietnam Strengthening Provincial Capacity Program (SPC) will strengthen the capacity and build the sustainability of local institutions' provincial capacity building extension services to provide high quality, relevant interventions addressing capacity gaps, so that provincial officials can implement and measure economic governance reforms more effectively. The Senior Capacity Development Specialist will provide technical oversight for organizational capacity development and participant training activities for local institutions.

Essential Functions:

• Provide technical oversight of activities to improve organizations’ human and/or institutional capacity, including technical assistance activities and administering technical training of mid- to high-level government professionals.
• Manage Organizational Capacity Strengthening short-term technical assistance and provide guidance and support in designing and delivering organizational development (OD) resources and approaches. Oversee the quality of all OD materials.
• Seek continuous feedback from local institutions and provincial officials in order to ensure their satisfaction and improve the delivery of OD support.
• Continuously monitor the results of project activities, evaluating progress against project targets and identifying course-corrections that may be needed in order to improve impact.

Job Requirements

Education and Work Experience:

• Requires a Bachelor’s degree in order to apply a working knowledge of the theories and principles in a specialized field or work discipline.
• Requires at least five years of related work experience.

Knowledge, Skills and Abilities:

• Demonstrated capacity to work in multi-cultural environment.
• Demonstrated leadership, strategic thinking and planning, management, and presentation skills.
• Experience working in Vietnam required.
• Fluency in English and Vietnamese required.

Essential functions are performed in a general office setting with low noise.
