Project Objective
Banyan Global is the prime recipient of the USAID Program Cycle Support (PCS) Activity. The Activity supports USAID/Vietnam staff and partners to become more efficient, effective, and transparent in achieving program results through the use of evidence, performance management techniques, and collaborating, learning, and adapting (CLA) practices. The Activity will prioritize (1) the core tasks of the Program Cycle, i.e. design, performance tracking, evaluation, and research; and (2) capacity strengthening for USAID/Vietnam staff and partners. All of the work to be performed under the contract must be in full compliance with USAID policies and ADS requirements, including but not limited to ADS Series 200 - 205.
Position Description
Banyan Global seeks to hire a full-time (Senior) Capacity Strengthening, Monitoring Specialist who will take a lead role in designing and delivering training for USAID Implementing Partners (IPs) and potentially USAID staff and select government partners on performance tracking skills to strengthen the overall effectiveness of USAID-funded activities in Vietnam. This position will be based in Hanoi, Vietnam, report to the PCS Monitoring Service Lead, and be a member of the monitoring team. Over time, this position will develop the skills necessary to independently provide technical assistance and direct task delivery in performance tracking. The final title for the position may be Capacity Strengthening, Monitoring Specialist or Senior Capacity Strengthening, Monitoring Specialist, depending on the qualifications of the selected candidate.
Responsibilities
- Take a lead role in designing and delivering high quality capacity strengthening activities for USAID IPs on a wide variety of technical topics in performance tracking, including Development Information Solution – DIS, Data Quality Assurance (DQA), Activity Monitoring, Evaluation, and Learning Plan (AMELP), data management, and data use.
- Actively take part in, lead, and/or oversee the delivery technical assistance in the area of performance tracking together with other monitoring team members.
- Oversee feedback collection on the effectiveness of capacity strengthening and potentially other technical areas and help PCS team continuously adapt and improve the effectiveness and sustainability of its efforts and to meet accountability and USAID reporting requirements.
- Supervise and oversee the professional growth of the Capacity Strengthening and Monitoring Coordinator.
- Coordinate internal capacity strengthening efforts for PCS staff and consultants.
Other tasks
- Actively contribute to the team’s culture of learning, collaborating and adapting, promoting ownership, sustainable utilization, and behavioral change throughout, while remaining compliant and service-oriented.
- Implement knowledge management protocols and processes.
- Other duties as assigned.
Qualifications:
- Bachelor’s/Master’s degree in social sciences, organizational development, training and education, human resources development and management, development studies, or related field.
- At least 7 years of experience in designing and delivering training/learning events.
- Experience in utilization-focused and human-centered design best practices.
- Excellent facilitation skills, required.
- Experience in setting up and implementing monitoring systems for development projects, data visualization, or willing to learn the skills.
- Demonstrated experience in collaborating, learning, and adapting (CLA).
- Have a growth mindset, openness to new ideas and perspectives, and commitment to personal growth and improvement, desirable.
- Able to work well with and be inclusive of colleagues and stakeholders from varied backgrounds
- Excellent oral and written communication skills, required.
- Fluency in written and spoken English, required.
- The candidate must be fluent in Vietnamese and reside in the Hanoi area, required.
