FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment; combatting trafficking in persons; COVID-19; tuberculosis case finding and treatment; clinical research; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; and diagnostic and laboratory services.

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a five-year, global project focused on HIV, COVID-19, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief and the United States Agency for International Development. EpiC is seeking a qualified and highly motivated Vietnamese candidate to serve as a (Senior) Data Systems Officer for its HIV portfolio, based in Hanoi or Hochiminh City.

Main responsibilities:

Under the supervision of the Data Systems Specialist, the (Senior) Data Systems Officer will be responsible for coordinating, implementing, monitoring, and reporting activities for HIV health information system (HIS) management. Specific responsibilities may include but are not limited to the following:

  • Manage and maintain HIV datahubs and program quality monitoring dashboards for up to four provinces.
  • Collaborate with vendors to build data exchange mechanisms for interoperability.
  • Provide information technical support to relevant departments at provincial centers for disease control and healthcare facilities to ensure the acquisition and use of data.
  • Provide program management support such as troubleshooting, updating work plans, and coordinating and monitoring program activities.
  • Facilitate training programs on HIS.
  • Generate and maintain user documents, standard operating procedures, and other job aides to ensure consistent and quality use of HIS
  • Represent EpiC at stakeholder meetings and contribute to project reporting efforts in these areas of HIS.
  • Perform other tasks and relevant duties as required.

Desired qualifications:

  • Bachelor’s Degree in information systems or related field, or public health with experience in HIS. Advanced degree preferred.
  • 3-5 years of demonstrated experience in designing, implementing and/or supporting HIS. Experience in systems analysis, enterprise architecture, and/or requirements development for a national HIS preferred.
  • Working knowledge of enterprise architecture, local and international health data exchange standards, and systems interoperability approaches preferred. Understands health information standards for electronic health records.
  • Fluent in software language(s) including C#.net, ASP.net, and Java.
  • Experience with databases including ORACLE 11g, PostgreSQL, MS SQL Server, My SQL, and Mongo DB.
  • Experience working effectively with government counterparts at national and sub-national levels.
  • Excellent written and oral communication skills in both Vietnamese and English.
  • Willingness and ability to travel within Vietnam up to 20%.
