Senior Development Officer

The Development Section of the Canadian Embassy in Hanoi is seeking a highly qualified and capable individual to fill the position of Senior Development Officer, based in Hanoi. 

Job Summary

Reporting to the Deputy Director, Development, and as part of a team comprising Vietnamese and Canadian staff, the Senior Development Officer is responsible for managing a portfolio of development projects in Vietnam funded by Global Affairs Canada.  S/he will ensure the regular monitoring, auditing, evaluation of funded projects and identify new opportunities for development programming as required.  The incumbent will maintain good relationships with project partners, assisting them as required with project management issues, including strategic planning, financial management and results-based management, and maintain a wide network of contacts working in similar fields. 

The Senior Development Officer is also responsible for keeping abreast of developments and trends relating to their area of work; drafting memoranda, briefing notes, speeches, reports, strategies, and content for communications materials and social media; and contributing to thematic or program level strategic discussions or documentation.  S/he will provide timely input to corporate exercises, including those related to disbursement planning, project pipelines, results reporting, and fact-checking; work collaboratively with colleagues within the Development Section, with other Embassy sections, Headquarters colleagues, and contracted specialists; and help organize and set up events and meetings.

Mandatory Qualifications

  • Education: Bachelor’s degree from a recognized university or an acceptable combination of post-secondary education, training and work experience related to the duties and specific areas of competence required for this position.
  • Language: a high level of proficiency in English (reading, writing and speaking); and native fluency in Vietnamese (reading, writing and speaking)
  • Experience:  at least five (5) years of work experience in managing international development assistance projects or programs; experience working in an Embassy or an international organization; experience in strategic planning; experience with the financial and contract management of projects; experience using results-based management frameworks; experience working on one or more of the following issue areas: democratic governance, agriculture/rural development, or economic development; and experience with information management and in using a wide range of informatics tools.
