Project Objective

SI is implementing the USAID/Learns Contract (Learns). The scope of the five-year project is to support USAID/Vietnam staff and partners to implement more efficient, effective, and transparent programs by improving: (1) USAID and Implementing Partner (IP) capacity to achieve expected results; (2) USAID’s understanding and tracking of project performance; and (3) collaboration, learning, and adapting (CLA).

Position Description

SI is seeking a full-time Senior Director for Organizational Learning who will provide senior level leadership and technical guidance in Collaborating, Learning, and Adapting (CLA).

This position will be based in Hanoi, Vietnam and is full-time, starting as soon as possible in 2023, through September 2024 with possibility of extension. The Senior Director will report to the Learns Chief of Party (COP).

Responsibilities

  • Supervise, mentor, and coach staff on the Collaborating, Learning, and Adapting (CLA) team to stay motivated and support them in producing high quality work. The CLA team includes the facilitation, research & evaluation, and design services staff. The position will directly supervise service area leads on the CLA team.
  • Manage and nurture the CLA team to maintain a psychologically safe environment where all staff learn, develop, contribute, and collaborate effectively.
  • Champion a CLA culture, continuously identifying ways to promote CLA within the Learns team, USAID and implementing partners. 
  • Lead and continuously improve Learns’ facilitation service area.
  • Develop and conduct training in Collaborating, Learning & Adapting topics. 
  • When directly responsible for tasks, provide high quality services to USAID and implementing partners.
  • Oversee internal knowledge management and reflection practices on Learns.
  • Ensure that the team offers USAID and implementing partner staff technical assistance that is of quality, coherent, useful and timely.
  • Work with team members to identify challenges, lessons learned, and opportunities for improvement in our work
  • Model CLA approaches and values in all areas of work to serve as a role model to staff, partners, and USAID.
  • Troubleshoot client and consultant management challenges with staff.
  • Build and maintain effective relationships with USAID and implementing partner staff.
  • Continually maintain an open and service-oriented dialogue with USAID, IPs, and other counterparts. Regularly meet with the COP, and when applicable, the USAID Contract Officer's Representative (COR), to keep them current on task developments, technical advances, challenges, new opportunities, strategic developments, and other management level updates.
  • Other duties as assigned.

Qualifications

  • Master’s Degree in a social science, development studies or related field (highly desirable).
  • At least 10 years of experience in international development with increasing levels of responsibility over time.
  • Minimum of seven years of experience in group facilitation, change management, and/or strategic planning.  
  • Superior oral and written communication skills.
  • Demonstrated facilitation experience with USAID, implementing partner, and Government of Vietnam stakeholders required.
  • Demonstrated strong leadership, strategic thinking, organizational and team-building, and representational skills.
  • Previous experience supporting USAID-funded agreements required. 
  • Familiarity with USAID’s approach to Collaborating, Learning & Adapting (CLA) required. 
  • Fluency in written and spoken English and Vietnamese, required.
