Senior Economic Growth Evaluation Expert

Vietnam Evaluation, Monitoring, & Survey Services Project (VEMSS) is recruiting a senior economic technical expert with significant experience in conducting programs evaluations and assessments for a short-term assignment and possibly long-term work  beginning with an evaluation of a USAID/Vietnam-funded economic growth program. The evaluation will take place in November and will be implemented through the Hanoi-based Vietnam Evaluation, Monitoring, and Survey Services project (VEMSS). VEMSS is implemented by Management Systems International (MSI) and assists the USAID Vietnam Mission in designing and carrying out various evaluations, monitoring surveys, and performance management studies. The project also provides monitoring and evaluation training to Mission staff and implementing partners.

Position Summary:

Senior Private Sector/Economic Growth Evaluation Expert. This is a position to review the effectiveness of a USAID-funded project focused on economic policy and governance in provinces throughout Vietnam. The project to be evaluated works with central and provincial level government, the Vietnamese Chamber of Commerce and Industry, and a range of private sector interests.  The period of performance will be approximately seven weeks and the assignment will begin in November 2015.

The position is responsible for a range of duties, including the following:

  • Serving as the senior evaluation expert and helping the team to analyze the degree to which the program is meeting its objectives.
  • Reviewing project background materials prior to the Team Planning Meeting;
  • Participating in the development of the evaluation plan and methodology;
  • Conducting interviews with key stakeholders and collecting data, including with key stakeholders in Hanoi and several provinces (approximately two weeks of travel outside of Hanoi will be required);
  • Developing key evaluation findings, conclusions and recommendations to answer the questions in the evaluation Scope of Work; and
  • Producing written sections of the evaluation report related to the effectiveness of the project’s adaptation component, including producing analysis, data tables, findings, conclusions and recommendations.

The technical focus of this position is on the review of economic growth indicators and indices and the actions carried out to improve performance across various aspects of economic governance. Some travel within Vietnam will be required.

Qualifications:

  • A minimum of ten years of professional experience in the areas of economic growth, trade and economic governance.
  • Proven ability to review and analyze complex activities involving coordination with multiple program partner institutions on USAID or other donor-funded social and economic development programs.
  • Prior experience conducting performance evaluations of complex economic growth programs.
  • Understanding of mixed methods evaluation techniques.
  • A Master’s degree in economics, business or a related field; is required; experience in conducting performance evaluations, public policy analysis and social science research is desired.
  • Experience working with international donor economic development programs is required; and
  • Fluency in Vietnamese and English with excellent written and oral communications skills in both.
