Senior Energy Sector Advisor

Project Description:

The United States Agency for International Development (USAID) Vietnam Low Emissions Energy Program II (V-LEEP II) implemented by Deloitte Consulting is a five-year program that supports the Government of Vietnam (GVN) in its transition to a clean, secure, and market-based energy sector. USAID V-LEEP II also aims to contribute to the mobilization of finance for new clean energy resources including 2,000 megawatts (MW) of renewable energy.

Role:

The Senior Energy Sector Advisor will be an experienced professional with strong sector expertise and demonstrated leadership and results in the energy sector. Under the supervision of the V-LEEP II’s Chief of Party, s/he will provide technical input and guidance to the V-LEEP II senior leadership for the program’s technical assistance support to Vietnam’s Ministry of Industry and Trade (MOIT) to advance clean energy deployment while actively developing and strengthening relationships with key GVN and MOIT counterparts. This dedicated, counterpart-facing role will inform and enhance counterpart decision-making and action through strong coordination between V-LEEP II and MOIT counterparts. The Senior Energy Sector Advisor will engage directly with MOIT counterparts to support the delivery of program activities that are aligned with both GVN and USAID goals. Understanding of private sector investment in the Vietnamese energy sector, as well as the GVN process for developing and promulgating energy policies, regulations, and guidelines, is essential. This position is based in Hanoi, Vietnam, and may require travel to provinces.

Responsibilities:

  • Provide technical input and guidance to the V-LEEP II senior leadership across all tasks, while actively developing and strengthening relationships with key GVN and MOIT counterparts.
  • Engage directly with GVN counterparts and guide V-LEEP II activities and deliverables, in line with counterpart expectations.
  • Inform and enhance counterpart decision-making and action through active engagement and developing buy-in for V-LEEP II activities.
  • Support private sector engagement across the V-LEEP II activities.
  • Support the coordination within and across the various MOIT counterparts to achieve program objectives.
  • Provide technical inputs to the V-LEEP II senior leadership on cross-cutting activities, including oversight of Monitoring, Evaluation and Learning to report on results, as well as for communication to GVN and USAID.

Qualifications:

Required:

  • Vietnamese leadership experience with strong energy sector expertise and demonstrated results.
  • Deep understanding of the GVN policy making process, particularly in the energy sector.
  • Bachelor’s degree in Energy Policy, Engineering, or a related field; Advanced Degree preferred.
  • Minimum 10 years of experience in energy and climate policy, power systems, transaction support, and investment, or energy sector regulation.
  • Fluency in English and Vietnamese, with advanced written and verbal communication skills.

Preferred:

  • Expertise in various areas such as energy sector planning, industrial energy efficiency, climate change mitigation and adaptation, carbon markets, electricity markets, and/or decarbonization strategies.
  • Experience working with diverse teams, stakeholder engagement, and coordination.
  • Ability to work with both private sector and public sector, and manage expectations from both sides.
  • Proven leadership, excellent communication skills, and project management skills.
  • Prior experience with USAID projects is preferred.
