WORK CONTEXT / BACKGROUND:

World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 19,000,000 (FY19) with funding from 14 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 430 staff, of which 99% are Vietnamese nationals.

In FY19, World Vision Vietnam is implementing 37 Area Programmes (APs) which operate in 5 zones: North1 (Hoa Binh and Dien Bien), North 2 (Yen Bai – Tuyen Quang), North 3 (Thanh Hoa, Hung Yen, Hai Phong), Centre (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVV’s AP usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

Finance is a support function of WVV with the main responsibilities of maintaining and strengthening the accountability and stewardship over the financial resources being entrusted to the organization.

In addition to the requirement of professional and educational background, staff working for the Finance function are required to possess a strong characteristic of honesty and integrity, as well as the ability to arrange and work under high pressure to meet very strict deadlines of financial reports submission.

By working closely with the AP/Project staff and other support staff, Finance function assists the WVV Management in achieving the office objectives by provision of improved financial management, better compliance, better controls and procedures.

PURPOSE OF POSITION:

The position supports WV Vietnam to maintain high standards of financial stewardship not only at the National Office but also at the APs/Projects.

The position assists the Senior Finance Manager to ensure financial records comply with WV Financial Policies and Procedures, by assisting with the preparation of accounting reports and statements, reconciling accounts, processing and reviewing journal entries and vouchers, processing National Staff monthly payroll and providing support to achieve all Finance Department and audit requirements.

KEY RESPONSIBILITIES:

I. FIELD OFFICE ACCOUNTING FUNCTION

 

  • Daily Data Entry on Sunsystems is performed ensuring transactions are accurate and consistent with WV standard chart of accounts and analysis codes.

  • Voucher interface from Hanoi and APs is received, verified and imported on Sunsystems.

  • Review for accuracy and import NO, Project’s budget and budget revisions on Sunsystems

  • Trouble shoot all technical issues in importing and reporting tools provided by FRSC as well as other existing tools in Finance function

  • CAL allocation is done on monthly basis in compliance with Finance Manual

  • Supporting schedules and financial reports are prepared accurately and timely in cooperation with the Finance Department on 10th of each month.

  • Ensure Fiscal Year End is closed as per GC Closing Instructions and deadlines.

  • Prepare daily, weekly, monthly and quarterly task list for Accounting staff and rotate all the staff on monthly basis on the job in all areas of accounting functions and tasks. All outstanding advances and payables (more than 30 days) are tracked and reminders are sent to the relevant staff or Finance Officer in a timely manner.

  • NO budget is planned, coordinated and completed within WV standards and deadlines.

  • Effective assistance is provided to the Senior Finance Manager and Management Team through various special analysis reports such as: cash balance trend, projects spending pattern, etc. for better and more effective management of the organisation’s financial resources.

  • Conduct and Report on Annual Insurance survey of all Assets in APs and National Office.

  • Ensure LEAP 3 is smoothly implemented and financial reports are generated in the required format.

  • Horizon smoothly implemented as per the Global Centre Guidelines.

  • Conduct training & provide guidelines to implement LEAP 3, Horizon

II. GRANT FINANCE

 

  • Help prepare grant budget proposals to ensure accuracy, completeness and competitiveness

  • Overseeing grant financial management as per Grant Management Guidelines

  • Liaison between Operations, GAM, Finance team at the National Office, Regional Grant Finance team and other concerned teams to ensure effective performance and implementation of Grant projects in World Vision Vietnam

 

III. FINANCIAL RISK MANAGEMENT AND CONTROL

 

  • Participate in Risk Committee

  • Provide assistance to Senior Finance Manager to minimize risk exposure within World Vision Vietnam and external partner’s operations

  • Implement anti-corruption and anti-fraud strategies

IV. PROJECT ACCOUNTING AND SUPPORT

 

  • Training and/or accounting support is provided to the AP staff if necessary, including site visits to projects and APs.

  • Visit project site as least 4 times per year (or 8 APs/projects).

  • Project Financial reports are reviewed regularly

OTHER RESPONSIBILITIES

 

  • Lead Provision implementation in World Vision Vietnam

  • Conduct periodic audit of projects not under your direct financial assistance and support.

  • Input into the annual objectives for the Finance Department consistent with the Finance Manual.

  • Train finance staff on Sunsystems and provide other capacity building activities as required

  • Appropriate and on-time revisions are made to the Finance Manual, Field Finance Manual of WV Vietnam in accordance with the WV Global Center Finance manual

  • Perform any other tasks that may be assigned by the supervisor from time to time

Knowledge, Skills, Abilities:

Education 

 

  • Bachelor’s Degree in Accounting

Knowledge & Skills

 

  • Knowledge of accounting theory and financial statements and government tax requirements

  • Good interpersonal and communications skills;

  • Good English skills (both spoken and written);

  • Good computer skills

Experience

 

  • Experience in community development or with NGO.

  • Experience in Grant management

  • Experience in bank reconciliation, journal preparation, general ledger, financial statements and government tax requirements.
