JOB TITLE: Senior HIV Program Manager

BACKGROUND :
IRD VN is a locally registered social enterprise in Viet Nam. IRD VN is a young, dynamic, and growing organization. Since establishment in 2016, we now have 40 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with Viet Nam Administration of Disease Prevention (VADP), the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by the United States Centers for Disease Control and Prevention (US CDC), the Stop TB Partnership’s TB REACH initiative, UNITAID, and Otsuka.
In collaboration with US CDC, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Vietnam’s HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives are aligned with key requirements for HIV program services as well as cross-program areas (CPA) including Health Systems Strengthening, Strategic Information (SI) and TB/HIV in ten provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh City, Binh Duong, Long An, Can Tho, An Giang, Kien Giang, Ba Ria Vung Tau) of Viet Nam. We aim to catalyze the expansion of client access to and uptake of high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.
We are seeking a skilled professional in Hanoi or Ho Chi Minh city to manage and execute Health System Strengthening (HSS) strategies with public and private health providers in HIV/AIDS field.

MAIN DUTIES AND RESPONSIBILITIES :
HSS Programs Lead:
- Coordinate the planning and implementation of the HSS programs.
- Ensure the support of the Ministry of Health/ VADP and relevant partners in implementing the HIV public health cluster response national plans with meaningful participation and contribution of HIV-related clients.
- Provide technical oversight to the design, implementation, and monitoring of activities that promote HIV health literacy among HIV-related clients.
- Scale up initiatives to enhance the quality of HIV services and promote the use of local resources to sustain the HIV/AIDS control efforts in localities.
- Provide technical support to and promote the engagement of strategic partners, such as VADP, provincial CDCs, HIV sites, and client groups.
- Routinely communicate with the donors, partners, and relevant stakeholders to ensure smooth implementation of the project activities as planned.
- Lead, supervise, and mentor a dedicated and hard-working team to ensure their tasks will be done on time with good quality.
- Foster the technical capacity of key US CDC HIV project partners in the country to support the HIV response
Assist the Project Management Board in Overseeing the PrEP Program
- Assist in coordinating the planning and implementation of the PrEP program at a private PrEP clinic in Hanoi, with a focus on commercial PrEP.
Reporting
- Draft and review reports for the HSS components as the tasks required.
Other
- Assist in other aspects of the project implementation when necessary
REQUIRED EXPERIENCE/SKILLS :
- Bachelor’s degree in public health, social development, social science or any related fields.
- Extensive knowledge of HIV-related client groups is a must.
- Minimum 5 years of relevant work experience, especially in regards to promoting health services among HIV-related clients, and minimum 2 years of project management experience required.
- Supervisory experience is preferred.
- Fluency in Vietnamese and English (both written and verbal).
- Able to independently write reports and create presentations
- Strong computer skills, including familiarity and comfort with using Microsoft Word, PowerPoint, Excel, and computer-based communications.
