About the program:

ASEAN–Australia Counter Trafficking (ASEAN-ACT) continues Australia’s long running collaboration with ASEAN and its Member States to end human trafficking in the region. The program is a ten-year investment principally working with strengthening the justice sector response to trafficking in persons, while advancing the rights of victims. The program aims to establish new partnerships with allied government agencies, civil society, and business. We engage with all 10 ASEAN Member States in some capacity and have national-level programming in Cambodia, Lao PDR, the Philippines, Thailand, and Vietnam. We are establishing programming in Indonesia, and it is currently on hold in Myanmar.

Program Outcomes

The overarching goal that ASEAN-ACT contributes to is that ASEAN member states have effective justice systems that provide just punishment of traffickers and protect the rights of victims. Three interrelated end-of-program outcomes (EOPOs) contribute to the achievement of this goal by 2028:

  • EOPO1: ASEAN’s planning, monitoring, and reporting of the ASEAN Convention against Trafficking in Persons, Especially Women and Children (ACTIP) implementation is increasingly effective and advances the protection of victim rights.
  • EOPO2: ASEAN member state justice and related state agencies are increasingly capable of implementing their ACTIP obligations, in particular those that uphold victim rights.
  • EOPO3: ASEAN member state justice and related state agencies’ policies and practices are influenced by relevant stakeholders and better aligned with ACTIP, especially in connection to victim rights obligations.

Overview

ASEAN-ACT supports ASEAN member states (AMS) to increase the capacity of justice systems to address barriers to ACTIP implementation and fully realize ACTIP’s three core objectives.  The Program builds on AMS justice systems’ achievements and provides technical and financial assistance to partners’ CTIP strategies and key initiatives.

The Senior Justice Systems Coordinator (SJSC) supports the implementation of justice systems activities across ASEAN-ACT's three pathways and target countries. The position will support the Justice Systems Director (JSD) to provide strategic leadership and technical oversights of program activities to enhance national level capacity to implementation the ACTIP. By supporting the JSD to oversight the technical implementation of program activities the SJSC will support the development, integration and coordination of CTIP initiatives across the ASEAN-ACT’s workplan.

Roles and Responsibilities

Under the direction of the Justice Systems Director, the SJSC will be responsible for:

  • Supporting the implementation of justice systems activities across ASEAN-ACT's three pathways including: preparation of concept notes and terms of reference for workshops, roundtables, consultations, and events/webinars; draft presentations and facilitation plans, support/coordinate organisation of activities; provide inputs/feedbacks during the development of guidelines, training modules, and other knowledge materials, including national plan of actions.
  • Supporting development of justice systems knowledge and communications products and assisting ASEAN-ACT's country teams to promote and share such materials.
  • Developing and maintaining excellent working relationships with relevant internal and external stakeholders for effective justice system activity coordination.  
  • Preparing regular project activity reports, in accordance with ASEAN-ACT templates and formats, for justice systems activities.
  • Assisting the Justice Systems Director and coordinating with ASEAN-ACT Country Managers and teams to facilitate planning, monitoring evaluation and learning of justice systems project outputs/outcomes indicators, factoring in sustainability of the projects and ensuring that the results are measured against GESI and VR markers.  
  • Supporting the review and updating of the ASEAN-ACT victim sensitive courts and TIP data set indicators activities and guidelines developed for the target AMS.
  • Liaising with ASEAN-ACT consultants on deliverables and supporting administrative and logistical arrangements for various justice systems related consultancies, working closely with ASEAN-ACT country teams.
  • Performing other duties as required.

Selection Criteria

Qualifications and Skills

  • Graduate qualification in law, justice or a similar area.
  • At least 5 years of experience in paralegal work or in related discipline – international development, human rights or similar.
  • At least 5 years of experience working on counter trafficking in persons initiatives focused on supporting the justice sector.
  • Ability to collate and synthesize information from a diverse range of sources, including from live events.
  • Advanced stakeholder consultation, coordination, and facilitation skills.
  • Detailed-oriented, with strong analytical/critical thinking skills.
  • Strong English writing and reporting skills.

Essential

  • Strong understanding of criminal justice system and the use of human rights-based, victim centric, gender-responsive, trauma-informed care, best interest of child approaches.
  • Demonstrated management and coordination skills, including the ability to plan and meet deadlines.
  • Strong interpersonal skills and the ability to effectively communicate, including experience in a cross-cultural environment and international setting.
  • Strong proficiency in spoken and written English
  • Stakeholder engagement skills and the ability to collaborate effectively with justice state actors, including in cross cultural environments.

Desirable

  • Qualified to practice law, admission to the legal association (bar) in the candidates’ location.
  • Knowledge and experience of Australian Government-funded development programs and reporting requirements
  • Proficiency in one or more ASEAN language
