Project Objective

SI is implementing the USAID/Vietnam Learns Contract. The scope of the five-year project is to support USAID/Vietnam staff and its implementing partners to implement more efficient, effective, and sustainable programs by (1) improving staff P knowledge and skills in Monitoring, Evaluation & Learning (MEL) and Collaborating, Learning & Adapting (CLA); (2) advancing evidence-informed decision-making; (3) strengthening strategic collaboration between staff and local stakeholders. 

Position Overview and Description

Context:

SI is seeking the Senior Monitoring Assessment Advisorto manage and oversee the Phase 3 of Learns Assessment which will expect 3 to 4 months of full-time engagement by 2 or 3 consultants (possibly one international), ideally starting late October 2020 until end of March or early April 2021.

Deliverables:

The consultants will work under the leadership of Deputy Chief of Party (or in his absence the Chief of Party), supporting him/her to achieve the followings:

Stage 1– Design (urgent: Draft due by 13 November 2020): Design the IP Monitoring Capacity Assessment (in consultation with COR), including tools, methodology, deliverables, timelines, and SoW of the consultants (Level of Effort (LoE): 15 days. working closely with the DCOP until 13 November).

Stage 2 – Selection of 2 STTAs (LoE: 2 days)

Stage 3 – Technical Oversight – Kick off/orientation, bi-weekly check-ins, technical support, and deliverable quality control. Start date: Jan 4 to March 31, 2021. (LoE: 12 days)

Stage 4 – Support the final report drafting and dissemination (LOE: 5 days)

Additional LoE possible if needed.

Qualifications, Knowledge, & Skills

  • Strong familiarity /firsthand experience applying “Participatory M&E System Assessment Toolis strongly preferred;
  • Senior experience with Strategic Information (SI), preferred;
  • Technical expertise/experience with do a deep dive on Monitoring Capacity and Gaps among a representative sample of Implementing Partners (IPs) at USAID (currently 40 some IPs). 
  • Extensive experience in technical data-quality and data-management issues; Strong experience in M&E systems (the 12 components of M&E systems)
  • Extensive experience designing the Monitoring Capacity Assessment including tools, methodology, deliverables, timelines, and SoW of the consultants;
  • Demonstrated senior expertise and management/oversight skills
  • Knowledge and experiences working with USAID Implementing Partners, preferably in Vietnam;
  • Knowledge of USAID policies and guideline, including an understanding of USAID’s work in Vietnam.
  • Strong analytical, reporting and presentation skills
  • Strong experience in consultant selection process
  • Demonstrated leadership, facilitation and writing skills
  • Detail-oriented and highly organized
  • Excellent written and verbal communication skills
  • Master’s degree relevant field or equivalent experience
  • Fluency in English is required
  • Ability to work well with a variety of personnel with differing levels of authority, experience, and backgrounds.

Other required qualifications related to timing and location:

  • This assignment can be conducted remotely (from outside Vietnam) but should allow for virtual meetings with the DCoP or CoP to be conducted during Vietnam business hours;
  • The candidate must be immediate available to start working on the design (draft due 13 November);

Note: Candidates not meeting the above two criteria will not be considered for this Senior Advisory position but may later qualify to engage on the actual assessment work to be conducted in person in Vietnam (cannot be done remotely and would require international consultants to be willing to do a two-weeks quarantine upon entry), expected to start in early January until the end of March/early April 2021.  

Timeline

  • Availability: Immediate.
  • Estimated level of effort (LoE):  34 days between late October 2020 and end of March/early April 2021.
