As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Government, GIZ currently provides advisory services to the Government of Viet Nam in three priority areas: Vocational training, Environmental policy and sustainable use of natural resources, and Energy. The GIZ Energy Support Programme is working with the Ministry of Industry and Trade (MOIT) on the development of the energy sector in Viet Nam. The current technological focus is on solar power, wind power, bioenergy, energy access and energy efficiency and smart grid.

The Renewable Energy and Energy Efficiency (4E), financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European (EU) in the framework of the EU-Viet Nam Energy Facility, supports the government and key stakeholders to improve the preconditions for universal energy access, utilization of renewable energy and increase of energy efficiency. GIZ provides Technical Assistance for the implementation of the EU-Viet Nam Energy Facility, which includes support to EREA and other stakeholders on renewable energy, energy efficiency and energy data statistics as well as the Secretariat of the Viet Nam-Energy Partnership Group (VEPG) between the Government of Viet Nam and Development Partners in order to better coordinate Official Development Assistance (ODA) in the energy sector and to align it with Viet Nam’s development goals and priorities.

The 4E Project requires a qualified local professional for the position of:

Senior PR & Communications Officer (4E)
Duty Station: Hanoi, Vietnam
Duration: ASAP until December 2021 (with possible extension)

With the overall aim to support the Government of Vietnam in the further development of its Energy Sector, the PR & Communications Officer will support the Renewable Energy and Energy Efficiency Project in the following areas:

  • Communication strategy and strategic work plan development
  • Communication on Renewable Energy and Energy Efficiency Project and activities
  • Corporate branding
  • Media Networking and Cooperation
  • Coordinate with partners to advocate for Renewable Energy and Efficiency agenda and for organization of communications activities
  • Public relations
  • Organization of Awareness Raising campaigns on Renewable Energy and Energy Efficiency
  • Other duties and tasks at the request of management
  • Component supervision: Component 4 cross-cutting activities, including Communication and Visibility Activities, of the EU – Viet Nam Energy Facility.

Minimum requirements

  • Minimum of a master’s degree in Communications or related field
  • At least 5-8 years of relevant professional work experience in communication either in a communication department of a large company or in an PR/Communication agency
  • A minimum of 6 months abroad, either by way of work experience or university studies
  • Language skills: Vietnamese as a mother tongue; fluency in English (minimum of 600 points in TOEFL); German language proficiency is an asset
  • Excellent command of MS-Office and professional communications software
  • Professional experience in the use of social media
  • Excellent writing style both in Vietnamese and English
  • High degree of flexibility and dynamic work ethic
  • Autonomy / Self-Management
  • Results-oriented
  • Team spirit, while at the same time possessing the necessary assertiveness to produce good results
  • Excellent communication skills
  • Willingness to travel on short trips, at least within Viet Nam
  • Existing active network in Vietnamese media is an asset
