Senior Program Development Officer

Background:
ICEM - the International Centre for Environment Management was established in 1999 to help governments and communities build capacity in the sustainable use of natural resources and maintenance of environmental quality. ICEM works in Asia - especially the Mekong countries and focuses on climate change, water resources, biodiversity conservation and integrated assessments. ICEM seeks to integrate environmental concerns with development through spatial planning, socio-economic analysis and environmental assessment tools. The Centre draws from an active network of experts, nationally and internationally, and in public and private sectors in forging partnerships to address critical conservation and development issues.

Senior Program Development Officer

The Senior Program Development Officer will support the administrative and financial management of ICEM projects and in ICEM business development. The Senior Program Development Officer will work to the ICEM Program Development Manager.

Key responsibilities:
The Senior Program Development Officer will be responsible for the following duties:

Project implementation support:

Assist in planning, managing and coordinating project activities including:
- Develop and update monthly, quarterly and annual work plans according to targets of the project under the direction of the Project Managers.
- Prepare documents and plans including activities, estimated budgets andimplementation progress.
- Assist the Project Managers to implement daily management activities and coordinate project activities as scheduled and planned.
- Prepare documents, templates, guidance, and provide other project support for implementation of project activities.
- Support Project Managers in preparing, finalizing and corresponding with project teams and clients.
- Establish and maintain good communications with the client on project issues and concerns. When assigned, join with Project Managers in key meetings with partners.
- Assist in translation (English – Vietnamese, Vietnamese – English) of report/presentation papers when required.
- Facilitate all operational and logistical aspects of the ICEM projects including the organization and implementation of field missions, workshops and seminars.
- Coordinate the missions and activities of international and national consultants.

Business development:
- Support in developing and expanding ICEM’s program including identifying and tracking potential bidding and grant opportunities.
- Support in preparation of tenders including Expression of Interests and Technical and Financial Proposals.
- Support in developing new projects and grant opportunities.
- Support in maintaining the system for managing ICEM’s expanding network of technical expertise – including CVs and contact details
- Support in maintaining excellent working relations with national and international partners

Qualification requirements:
- Relevant university degree or higher in environment, business administration; environment economics, law or related area.
- Excellent spoken and written English;
- Excellent computer skills including for programs such as Microsoft Word, Excel and Power Point
- Effective facilitation, communication and interpersonal skills;
- Ability to travel to project sites;
- Ability to work independently, in small teams and be flexible;
- Secretarial skills;
- Planning and organizational skills;
- Demonstrated passion and commitment to development work; and
- A minimum of 5 years of professional experience in project management and implementation in related field
