Job Title: SENIOR PROGRAM MANAGER
Report to: Country Director

Job summary:
Senior Program Manager works closely with the Country Director (CD) and other Senior Managers to develop and strengthen strategic partnerships at
central and provincial levels to further PSI’s contributions to Vietnam’s priority health challenges through social marketing and social franchising.The Senior Program Manager
plays a critical role in representing PSI/Vietnam and in building collaborative relationships with local partners, government authorities, donor agencies and international NGOs.
This position will alsocontribute to the design of innovative social marketing/social franchising interventions for HIV/AIDS prevention and other national public health priorities.

Major duties:
- Actively represent PSI with external partners, providing leadership on issues relating to social marketing for HIV/AIDS prevention and other health sectors..The incumbent will meet regularly with counterparts across Vietnam, working to ensure that stakeholders are well informed about PSI’s program activities, and will play a lead role with national and provincial partners to ensure smooth and uninterrupted implementation of program activities.
- Regularly review progress against key program-related project deliverables, and facilitate internal and external discussions regarding how best to increase measurable health outcomes and meet contract deliverables. The incumbent will also play a leading role in developing reports and responding to requests from donors and other stakeholders.
- Serve as a focal point for securing appropriate legal and other approvals from central government officials including PACCOM, VAAC and other government departments, to facilitate full compliance with local regulations. Support Program Manager to secure provincial level approvals and related documentation including MOUs.
- Support the Program Manager and other program-team members to overseeHIV/AIDS prevention program activities (including provincial partnerships, community outreach, SM/BCC trainings, etc.) to ensure development, implementation and documentation of quality, evidence-based social marketingprogramming.
- Work with SI Manager & M/E Coordinator to ensure monitoring and evaluation systems and MIS meet the information needs to maintain effective, evidenced based programming.

Selection criteria:
- Masters of Public Health and/or Medical Doctor (MD) degree preferred
- Prior experience working at a senior level within the Ministry of Health or comparable central government authority, or with an INGO
- Excellent English verbal and written communication skills
- Previous work experience in HIV/AIDS prevention and other public health areas; and solid understanding of Vietnam’s social, economic and political operating context
- Expertise/prior experience in behavior change communication, social marketing, social franchising an added advantage
