Travel requirements: Infrequent travel to locations in Viet Nam and abroad

Interactive Research and Development (IRD) is a global health research and service delivery company with headquarters in Singapore. IRD’s pioneering work in areas where global health, behavioral economics and information technology converge have provided an exciting impetus for growth. IRD’s teams support and operate global health research and delivery programs in Bangladesh, Democratic Republic of Congo, Ethiopia, Indonesia, Jordan, Kenya, Malawi, Nepal, Pakistan, Tajikistan, Uganda, South Africa, Timor Leste, United Arab Emirates, Viet Nam and Zimbabwe. IRD VN is a locally registered key partner working on the endTB and endTB-Q projects which have introduced and evaluated delamanid- and bedaquiline-based regimens for treatment of MDR-TB in Viet Nam. In addition, IRD VN has been implementing mobile chest X-ray screening campaigns in key populations, such as the elderly and isolated island communities.

Programmatic management

  • Supervision of all in-country projects for the successful achievement of financial and operational targets:
  • Develop guidelines and Standard Operating Procedures as required for project activities.
  • Provide technical support for project activities and management of field staff.
  • Coordinate with and support the relevant authorities for ethical and implementation approvals of projects.
  • Work with the M&E team to ensure timely and accurate data collection, entry and analysis.
  • Monitor and evaluate project performance using qualitative and quantitative methods.
  • Periodically perform field visits to ensure adherence to project guidelines and SOPs.
  • Provide regular project updates to Directors and other key stakeholders.
  • Supervise and mentor project employees.

Stakeholder management

  • Ensure strong relationships and transparent interaction with domestic and international stakeholders:
  • Serve as IRD VN’s representative to donors, Ministry of Health, other governmental agencies, partners, other cooperating agencies, NGO’s, etc. and represent the organization in meetings and conferences.
  • Lead donor reporting (in English) in collaboration with various teams for projects which the Senior Program Manager directly supervises/oversees, and support donor reporting for projects on which the Senior Program Manager participates.
  • Facilitate and accompany, if possible, project site visits by external parties.
  • Ensure effective, timely responses to key stakeholder inquiries and concerns.

Fundraising and results dissemination

Engage in fundraising and results dissemination activities for IRD VN:

  • Lead and participate in the development of grant proposals to domestic and international funding agencies.
  • Support results dissemination through data analysis, presentation of results at relevant conferences and publication of finding in the scientific literature.
  • Help to coordinate and participate in policy dialogues relevant to IRD VN’s areas of work.

Financial management and procurement

Ensure expenditure control and resource disbursement are in accordance with organization policy and project budgets:

  • Coordinate with Finance & Accounting (F&A) team to monitor project budgets based on generally accepted accounting principles, IRD VN guidelines and donor requirements.
  • Lead procurement of devices, consumables and medical equipment/drugs for implementation of project activities.
  • Coordination with the F&A team to facilitate internal and external audit as per donor requirements.

Administration & HR

  • Recruit qualified candidates for all positions under projects which the Senior Program Manager directly supervises and to support HR recruitment and processes for other Program Managers and Directors.
  • Support training and capacity building of all staff in relation to project activities.
  • Conduct performance evaluations for staff who the Senior Program Manager directly supervises.
  • Participate in annual review and update of relevant organization policies in compliance with Vietnamese law.
  • Ensure organization staff comply with IRD VN policies.

Miscellaneous

Other tasks in line with IRD VN’s organization mission as requested and required.
