ORGANIZATION DESCRIPTION:

Friends for International TB Relief or “FIT” is a registered non-profit organization whose work is based on the vision of a world free of Tuberculosis (TB). Our mission is to promote progress on the field of TB prevention and to stop the spread of the disease.

Over the past three years, we have actively participated in the eradication of TB by providing financial and technical assistance to local organizations involved in TB care and control in India and Vietnam. Simultaneously, we engaged in advocacy work through fundraising events in Germany and other industrialized countries to contribute to build and improve awareness about this global threat. Since 2014 we have been supporting the implementation of a grassroots TB elimination intervention based on a holistic package of outreach activities, stakeholder engagement and comprehensive care. Besides our project work in high TB burden countries, FIT also organizes events to strengthen the awareness and understanding about TB.

FIT was founded in 2012 and consists of TB activists as well as former patients. Our members reside all over the world ranging from Germany to Vietnam, Australia and the U.S., where they do their part in raising awareness and fighting the disease. Past and current partners include the Global Health & Education Trust, Otsuka, Stop TB Partnership, RESULTS Australia, HCMC Public Health Association, Vietnam National TB Control Program, Johnson & Johnson and most recently via the IMPACT TB project FIT has received funding from the European Union’s Horizon 2020 research and innovation programme under grant agreement No 733174. FIT is supporting IRD VN in the introduction and expansion of new anti-TB drugs delamanid and bedaquiline under the endTB project.

JOB SUMMARY:

The Senior Program Manager shall supervise field operations of FIT inclusive of management of Program Managers (PM) and Site Coordinators (SC) posted all project sites. This focuses in particular on the activities and personnel related to the TB REACH, IMPACT TB and endTB grants. The position entails the following key responsibility areas:

  • programmatic management

  • financial management and procurement
  • administration & HR

MAIN DUTIES AND RESPONSIBILITIES:

Programmatic management

  • Supervision of all in-country projects for the successful achievement of financial and operational targets:
  • Provide technical support to PM and SC in the implementation of project activities and management of counselors and other field staff.
  • Oversee M&E team to ensure timely and accurate data collection, entry and analysis.
  • Evaluate program performance via qualitative/quantitative evaluation criteria and scorecards.
  • Develop guidelines and Standard Operating Procedures as required for program activities.
  • Periodically perform field visits for quality control of adherence to project guidelines and SOPs.
  • Under the guidance of endTB project management and IRD VN, support endTB project for up to 50% of person-time to support the following activities:
    • Coordinate with and support the NTP on regulatory approval and compliance activities, particularly in relation to the endTB project.
    • Coordinating central and inter-site meetings (web-based and on-site).
    • Assist with project documents; file all documents, archive old and update new versions, focal person to disseminate information to site focal persons as new versions of documents and/or new information becomes available.
    • UNITAID reporting; liaise with site focal person and data manager to ensure timely reporting of targets and project updates.
  • Provide regular status update to supervisors and other key project stakeholders.

Fundraising and dissemination

Engage in fundraising and dissemination activities for FIT:

  • Develop research/project ideas for development, submission and follow-up of grant proposals.
  • Provide technical assistance in the development of protocols and SOPs for submission to IRB and ethical review boards.
  • Support dissemination through data analysis, write-up and presentation of results.

Stakeholder management

Ensure strong relationships and transparent interaction with domestic and international stakeholders:

  • Serve as FIT’s representative to donors, clients, relevant government agencies, and multinationals, technical agencies and other participating organizations and key stakeholder meetings as required.
  • Create and review reports (English) and other project deliverables to international stakeholders.
  • Facilitate and accompany, if possible, project site visits by external parties.
  • Ensure effective, timely responses to key stakeholder inquiries and concerns.

Financial Management and Procurement

Ensure expenditure control and resource disbursement are in accordance with project budgets:

  • Lead procurement of devices and consumables for implementation of project activities.
  • Coordinate with Finance & Accounting (F&A) department and administration to monitor project budgets based on generally accepted accounting principles, FIT guidelines and donor requirements.
  • Authorization of major field costs up to VND 6,000,000 with timely and accurate reporting to finance department.
  • Coordination with F&A to facilitate internal and external audit as per donor requirements.

Administration & HR

  • Recruit qualified candidates for open PM, SC and other middle management positions.
  • Support training and capacity building of new staff in relation to procedures specific to TB REACH, IMPACT TB, and FIT.
  • Coordinate with F&A to calculate incentives and ensure accurate and timely payroll payments.
  • Other tasks as required by the organization

REQUIREMENTS:

Academic requirements:

  • Master’s degree required
  • Public health degree preferred

Professional qualifications (if applicable)

  • Personnel management experience
  • Written reporting and oral presentation experience
  • Resource mobilization experience
  • Operational research experience

Work experience:

  • Minimum 5 years of prior work experience required
  • Minimum 2 years of project management experience required, TB REACH experience preferred
