Senior Program Officer

Mennonite Central Committee (MCC) is an international non-government organization doing relief and development work in 65 countries. MCC has been involved in community develop efforts in Vietnam for over 55 years. A majority of our current work is focused in Vinh Phuc and Pho Tho Provinces.
Responsibilities:
- Provide supervision to MCC team members, local officials, and beneficiaries in the implementation and monitoring of MCC’s rural development programs.• Develop and maintain relationships for MCC’s projects at the provincial, district and commune levels.
- Responsible for the successful implementation, monitoring and evaluation of projects. This includes: providing support and consultation for need assessments, project implementation, reports and evaluation.
- Acquire / exchange information and experience with others working in rural development.
- Help evaluate program progress, identify problem areas, identify solutions and necessary program changes.
- Help identify, organize and provide appropriate training and resources for program participants.
- Responsible to generate (with project staff) written program reports on a semi-annual and annual basis or as needed.
- Prepare and have approved all required documentation for program MOU’s. Serve as the main contact person for governmental organizations at all levels.
- In consultation with staff and supervisor, provide needed information for program planning and budgeting.
- Outline options for MCC’s program direction on a semi-annual basis and assist in determining program direction.
- Participate in the training and orientation of newly hired MCC team members.

Qualifications:
- Advanced understanding of community development work, compatible with MCC program values and goals.
- Supervisory experience.
- Able to work with a variety of people: local authorities, farmers, office staff and expatriates.
- To lerant, flexible, good communication and listening skills.
- Independent and responsible in work, good collaboration skills.
- Able to travel for work.
- Vietnamese national with fluency of the English language (both written and verbal).
- University degree.
- Basic computer skills.

Required:
- Seven years experience as program officer with an international NGO
- Background in rural or community development
