The Global Programme Policy Advice for Climate Resilient Economic Development (CRED)” aims at piloting methods and instruments for modelling economic climate change impacts and providing these methods and instruments as well as information on their benefit for policy design to governments and development actors. The Ministries of Economy/Planning in the programme’s three pilot countries Viet Nam, Kazakhstan, Georgia will be supported by the Global Programme to carry out the modelling and to develop climate resilient economic policies and effective adaptation planning based on the results.

The political partner Vietnam is the Ministry of Planning and Investment (MPI). The Implementing partner is the Central Institute for Economic Management (CIEM).
The Global Programme Policy Advice for Climate Resilient Economic Development (CRED) requires a qualified local professional for the following position:

Senior Program Officer “CRED”
Duty station: Hanoi, Vietnam
Duration: Starting ASAP until 30.06.2022

Main responsibilities:

  • Supports the design, preparation and implementation of activities in Vietnam in the 3 major intervention areas of the Global Programme:
    • Capacity building for human and technical capabilities and data sources in the Ministry and/or research institutes responsible for macro-economic modelling the impacts of climate change
    • Integrating the results of the climate change impact models in the design of economic development strategies and policies as well as adaptation policies
    • Strengthening the international exchange between government representatives, international organisations and development cooperation on methods and instruments for modelling economic impact of climate change and applied policy advice.
  • Delivers analytical work and thematic advice on
    • methods to analyse and plan climate-resilient economic development
    • how to connect the analysis to the implementation of the adaptation components of the Nationally Determined Contributions (NDC) and the upcoming Climate Action Plan (CAP),
    • economic aspects on the development of climate-sensitive development plans and economic development strategies in order to reduce the vulnerability of economic sectors
    • how to maintain the competitiveness of sectors while achieving the NDC of Vietnam and referring to the CAP and the Country Programme to the Green Climate Fund.
    • the main planning and policy documents for economic development and for the main economic sectors as well as for adaptation to climate change.
  • Identifies additional key actors to be involved in the various project activities
  • Supports workshops, seminars and training events and stakeholder dialogues
  • Maintains the contact and supervises cooperation with the MPI, CIEM as well the other implementing partners and responds to technical support and ad-hoc advice as requested
  • Organizes local consultants as needed for the analytical and capacity building work
  • Elaborates and monitors contracts of local consultants and coordinates and monitors the work of international consultants
  • Supports the collection of information and data in-country necessary for planning and implementing project activities;
  • Draws up project reports and presentation documents;
  • Monitors progress, develops and reviews project reports,
  • Identifies bottlenecks and recommends alternative management options to the project manager;
  • Ensures cooperation, regular contact and dialogue with project partners in Vietnam;
  • Carries out PR work and cooperates with relevant organisations, non-governmental agencies and individuals in the project/programme environment
  • Assists and advices on knowledge products, tools, reports and other materials developed under the projects
  • Cooperates closely with relevant bilateral and regional GIZ Projects and Programmes and other international organizations in Viet Nam that work in the field of sustainable economic development and climate change;
  • Reports regularly to the project management of the Global Programme in Germany

Minimum requirements:

  • Master’s degree in the field of economics, environmental economics or environmental science or management or related field;
  • Minimum of 10 years of professional working experience in a similar position in the field of climate change, ideally partially with an international organization;
  • Minimum of 10 years of experience in the area of economics or environmental economics, including economic policy and/or economic modelling with good knowledge of green economy and climate change issues including its stakeholder landscape;
  • Particular knowledge of adaptation issues would be an asset
  • Broad experience in advising public sector institutions (e.g. ministries, agencies, etc.) in climate change or economic development issues;
  • Good knowledge/ Proven experience of the national institutions and international donor organizations working on economic policy/climate change in the country
  • Experience in project management;
  • Native language speaker (Vietnamese) and excellent English language skills (both spoken and written), good knowledge of German is an asset;
  • Ability to provide substantive, clear and concise written contributions to reports and materials;
  • Strategic thinking: ability to think long-term implications of approaches, decisions and actions;
  • Experience in communication and relating with people of diverse cultures and at all levels of a hierarchical organization and constructively cooperate with colleagues;
  • Ability to transmit complex topics in a user-oriented way.
