PATH is currently recruiting for a senior program officer to provide technical direction and leading implementation and monitoring of NCD projects.

Working in Vietnam since the early 1980s, PATH established a permanent office in Hanoi in 1997 and an office in Ho Chi Minh City in 2014. PATH is implementing the “Transforming the Non-communicable Disease (NCD) Response” project to support the Vietnam Ministry of Health (MOH) to control and prevent NCDs by strengthening the Primary Health Care system in alignment with the MOH targets of 95 percent of Commune Health Stations performing prevention, management, and treatment of hypertension and diabetes by 2025.

The senior program officer will report to Project Director and work closely with PATH HQ and Vietnam team, and country collaborators to execute high quality programming. Our partners include but are not limited to the Ministry of Health, national NCD program, provincial partners, private sector, and other related international/national agencies.

Responsibilities:

  • Lead development of technical guidance/documents/training curriculum for NCD Program with focus to a community based integrated care model for hypertension and diabetes
  • Provide technical support/guidance to partners during project implementation
  • Lead implementation and monitoring of project activities at national level including but not limited to standardization of NCD training curriculum, policy advocacy, development of 5 years road map to implement National NCD control strategy and piloting model in the Northern provinces to ensure project activities implemented in timely manner and with high quality
  • Act as PATH focal point person to liaise and coordinate with MOH and Northern provincial partners for project implementation
  • Lead development and implementation of M&E framework, monitor frequent data collection/submission to ensure data quality and identify and solve problem if any during implementation
  • Lead project evaluation activities to assess impacts/outcomes of project
  • Manage consultancy contracts to ensure high quality and timely of deliverables
  • Build and maintain good relationships with related key stakeholders/partners
  • Prepare required reports to Headquarters and donors
  • Maintain updated technical knowledge in NCDs and related public health topics, in order to provide technical assistance to project partners
  • Participates in identifying and developing future opportunities for business development including developing proposals
  • Design, provide and oversees training activities for the project.
  • Other tasks as required by the Project Director.

Required skills and experiences:

  • Public health professional with advanced degree (Masters or doctorate) or relevant background
  • A minimum of 5 years working experience in NCDs and/or infectious disease control and prevention, health system strengthening or other relevant public health topics.
  • Demonstrated report writing and presentation skills
  • Demonstrated coordination skills
  • Experiences in conducting monitoring/evaluation/research for NCDs is a plus
  • Experiences in policy advocacy is a plus
  • Experience working effectively with government at national level and private sector counterparts
  • Proven interpersonal skills and ability to work effectively in a multicultural team
  • Excellent written and spoken English is required.
  • Willingness and ability to travel within Vietnam/international/regional up to 30 percent per year

Must have legal authorization to work in Vietnam.
