Senior Program Officer, Advocacy, Communication, and Social Mobilization, TB Control

PATH has been working in Vietnam since the early 1980s, with an office in Hanoi since 1997.
With support from the Global Fund to fight AIDS, Tuberculosis and Malaria and in partnership with the National Tuberculosis Program (NTP), PATH is expanding its Tuberculosis Control program in Vietnam. The Global Fund project will implement a public-private partnership model for TB case detection and strengthen capacity for advocacy, communication, and social mobilization toward the goal of eliminating TB as a public health threat. Specifically, the project aims to reduce the burden of tuberculosis (TB) in nine provinces by:

1. Scaling up implementation of a national public-private partnership strategy, including creating, implementing, monitoring, and evaluating the partnership strategy, to increase TB case detection and treatment success.
2. Developing and implementing a comprehensive advocacy and communications strategy with diverse partners to maximize the reach of TB program components, including implementing and monitoring activities at the national, provincial, and district levels.

PATH seeks an experienced public health professional to work as an advocacy and communications Program Officer for the Global Fund project, working in close collaboration with NTP, provincial health service providers, and other project team members. Specific responsibilities include:
- Implement advocacy and communications activities
- Coordinate with National TB Program (NTP) and central partners, i.e., National Center for Health Education and Communication (NCHEC), Vietnam women’s Union (VWU), Vietnam Red Cross Society (VRCS), Vietnam Famer’s Union (VFU) and Center for Community Health. Development (CCHD) to implement ACSM component that PATH is assigned to take lead in this project.
- Review and give comments and inputs, as well as provide technical support to these central partners in development of the national ACSM operational plans, tools, materials and mass media products.
- Take lead in design and implementation of formative research and KAP surveys to inform ACSM activities.
- Take lead in development of training curricula and oversee trainings for both central and provincial staff of the project.
- Represent PATH to participate in ASCM sub-group of the national Stop TB partnership or other relevant meetings.  
- Provide technical assistance and monitoring of ACSM work in 9 project provinces:
- Develop and manage province-specific project plans.
- Coordinate the collaboration of related partners to implement project activities.
- Oversee the process of implementing the project activities.
- Participate in financial management of the project activities.
- Oversee and supervise the daily work of field officers.

Other duties:
- Participate in developing project’s annual work plans, budgets, and progress reports.
- Liaise with key stakeholders to keep them informed of project progress and development.
- Participate in developing and implementing project monitoring and evaluation indicators.
- Participate in developing abstracts and presentations related to advocacy and communications work.
- Participate in related activities of other projects under PATH’s TB program.

Required Skills:
- Demonstrated success in capacity-building and training of diverse groups.
- Ability to develop and use indicators for monitoring program performance.
- Demonstrated skills in developing advocacy plans and/or promoting issue areas to various stakeholders.
- Proven ability to maintain schedules for deliverables and track budgets.
- Ability to coordinate with partners from all levels of government and the private sector.
- Ability to guide and motivate staff in the field.
- Demonstrated ability to work collaboratively across technical disciplines and to function efficiently and effectively in team and cross-cultural environments.
- Skilled at handling multiple, complex tasks with the ability to prioritize.
- Good interpersonal skills and ability to work effectively in a team.
- Proven presentation skills and ability to write reports.
- Ability to utilize software programs such as Microsoft Word, Excel, PowerPoint, and Outlook.
- Excellent written and oral communications in English and Vietnamese.
- Willingness and ability to travel domestically up to 30 percent.

Required Experience:
Master’s degree in a relevant field such as communications, journalism, public health, or related field with five to seven years of public health experience in advocacy and communications and/or behavior change communications. Development and/or adaptation of training curricula a plus. Experience in successful management and implementation of public health-related advocacy and communications activities, including TB control or other communicable disease topics preferred. Experience with the public and private sectors a plus. Specific experience with nongovernmental projects supported by international donors an asset.
