Senior Program Officer: Capacity Development (SPO CD); Program Officer: Capacity Development (PO CD)

Pact, an international NGO based in Washington, DC, aims to build the capacity of local organizations to meet pressing social needs in HIV/AIDS, livelihoods, and other sectors in dozens of countries around the world. Pact Viet Nam’s program is currently focused on supporting the national HIV/AIDS response.  We provide USAID funding, technical assistance, and capacity building support to NGOs implementing prevention, care and treatment interventions, as well as policy-level initiatives. 

They are seeking two (02) talented Vietnamese nationals to join their dynamic team in Ha Noi. (The Program Officer position is for inclusion in an upcoming proposal submission and is contingent on award of funding)

1. Senior Program Officer: Capacity Development (SPO CD)
Main responsibilities: The Senior Program Officer: Capacity Development will be responsible for helping lead the implementation of Pact Vietnam’s capacity development and civil society strengthening efforts. He/she will work under the supervision of the Advisor for Capacity Development and in close coordination with the Capacity Development Program Officer to design and deliver high quality capacity development support to Pact’s partner organizations while playing a pivotal role in advancing Pact’s engagement with civil society development in Vietnam.
In addition, the SPO will be responsible for working with the Director of Programs and the HIV technical team to facilitate cross-partner coordination of all capacity development activities and better integration of technical and organizational development inputs. The SPO must demonstrate dynamic leadership, creativity, and the ability to communicate Pact’s work compellingly both verbally and in writing. Furthermore, s/he must collaborate effectively both internally and externally to progress Pact Vietnam’s civil society and partner strengthening objectives.

2. Program Officer: Capacity Development (PO CD)
The Program Officer, Capacity Development will work under the supervision of the Advisor for Capacity Development unit to deliver high-quality organizational capacity development support to Pact’s partner organizations, in particular, leading the administration of organizational capacity assessments, supporting partners to create organizational strengthening plans, and coordinating / delivering training and mentoring  in response to identified needs.
With his/her team members, the PO CD will ensure that all of Pact’s CD interventions embody Pact’s values of local ownership, partnership, quality, innovation, and a commitment to learning.  Furthermore, the PO CD will play a critical role in knowledge management for all of Pact Vietnam’s capacity strengthening efforts.

Desired education, skills and qualities for both positions
- University or higher degree in a related field
- Experience working for or with civil society organizations in Vietnam and knowledge of the emerging sector
- Experience in and aptitude for multi-stakeholder training and facilitation
- Familiarity with principles of organizational learning and development
- Ability to work independently and as part of a team; well organized, and able to prioritize multiple tasks, while driving results
- Strong interpersonal skills
- Strong oral and written communication skills in English
- Ability to translate technical information into practical guidance and tools and effectively communicate these using print, electronic and presentation media
