The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Description

The Senior Program Officer (SPO) will work to implement TB-related projects at CHAI. The SPO will be responsible for the planning, implementation, monitoring, and evaluation of new TB detection techniques and other TB-related workstreams. This work will require close engagement with National Tuberculosis Program (NTP), National Lung Hospital, and provincial stakeholders.

Main Responsibilities

1. Project Planning and Implementation:

  • Liaise with CHAI’s TB team, NTP and project partners to complete the approval process from Vietnamese authorities
  • Work with CHAI’s TB team to prepare standard operating procedures (SOPs), training materials, and presentations for project trainings and implementation
  • Facilitate equipment and test kits importation, procurement and distribution of necessary resources and equipment required
  • Prepare contracts for project stakeholders and relevant partners
  • Coordinate the execution of project activities according to the established timelines and budgetary allocations
  • Ensure all project activities spendings adhere to financial guidelines
  • Assist project partners to develop and adhere to budget and monitor expenditures

2. Technical Guidance and Capacity Building:

  • Provide technical guidance to project staff and partners
  • Facilitate training sessions and workshops for healthcare professionals and laboratory technicians
  • Ensure adherence to established protocols and quality assurance measures throughout the project implementation process

3. Monitoring and Evaluation:

  • Work with CHAI’s TB team to develop and implement monitoring and evaluation frameworks to track project progress and outcomes
  • Conduct regular field visits to monitor and evaluate program effectiveness
  • Collect and analyze data to assess program effectiveness

4. Stakeholder Engagement and Communication:

  • Foster strong relationships with key stakeholders
  • Prepare and disseminate reports, briefs, and other communication materials
  • Translate/interpret for foreign staff as needed
  • Translate official documents as needed
  • Assist with proposal development as needed

Qualifications

  • Vietnamese citizen (due to travel permissions) who is comfortable traveling to provinces
  • Medical, public health, development, or business degree
  • Minimum three years’ experience in implementing health projects.
  • Understanding of Vietnam’s health care system
  • Strong written and oral English and Vietnamese communication skills
  • Good computer skills, especially with Microsoft Word, Excel and PowerPoint and in internet-based communications
  • Exceptional problem-solving skills and quantitative and qualitative analytical capabilities including demonstrated ability to steer decisions based on data
  • Strong interpersonal skills and ability to build relationships in a challenging multicultural environment
  • Ability to manage numerous work streams simultaneously
