Senior Programme Officer
Position/title: (Senior) Programme Officer
Organisation: Lien Aid
Reporting to: Country Manager
Location: Hanoi with frequent travel to project sites
POSITION BACKGROUND:
Lien Aid, an INGO from Singapore, approaches to build a firm foundation for human development by making safe water and sanitation accessible and affordable to poor communities in Asia. We have established our contribution in the WASH activities in Vietnam since 2007 and became a member of WASH community through our partnerships with governmental organisations, NGOs and private sector. The Programme Officer, under supervision of Country Manager will be responsible for project development and management.
MAIN DUTIES:
Under consultation with Country Manager, work with partners to design and implement activities of assigned projects including WASH advocacy activities and researches, including bridging the links between HQ initiatives and local governmental, NGO entities, or 3rd party contractors
Provide support to Country Manager during project and programme development and fund-raising processes
Provide support to Country Manager to prepare monthly/quarterly progress reports to HQ office, donor reports, and to ensure effective communications for country projects
Establish, maintain and strengthen productive working relationships with relevant watsan partnerships, networks and working groups
CANDIDATE REQUIREMENTS:
Professional Skills
Master or equivalent experience in the fields of development studies or public health.
Preferably 5 years of responsible professional work experience in water, sanitation and hygiene, at national level.
Strong management and reporting skills.
Experience of participatory appraisal, monitoring and evaluation methodologies.
Solid command in written and spoken English is required
Proficiency in MS Office applications and relevant technical software in water work.

Interpersonal skills, integrity and teamwork.
Willingness to work on development and maintenance of relationships with donors and the NGO community.
Willingness and ability to travel within the country.
Gross Annual Salary Range: US$ 15,000 – $ 25,000
