Senior Programme Officer
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. As a federally owned enterprise, we support the German Government in achieving its objectives in the field of international cooperation for sustainable development.
In Viet Nam, we have been working with our partners since 1993. We contribute to the improvement of living conditions for Vietnamese people via approximately 20 programmes and projects covering the following three priority areas of cooperation: 1) Sustainable Economic Development and Vocational Training; 2) Environmental Policy, Natural Resources and Urban Development; and 3) Health.
We also act in other fields of cooperation such as support in strengthening local institutions via small-scale projects as well as in awareness raising on policies and laws; consultation on legal issues for Government Office; promotion of networking and Capacity Development for the returning and Vietnamese experts, potential decision-makers, professional journalists; cooperation with private sectors; personal placement of German and International experts, technical advisors, development workers and young volunteers with employers and partner organizations in Viet Nam.
The Vietnamese – German ”Programme Reform of TVET in Viet Nam” at the General Department of Vocational Training (GDVT) under the Ministry of Labour, Invalids and Social Affairs (MoLISA) aims to to provide enterprises in sectors with growth and employment opportunities with qualified workers. Within the component “Programme Vocational Training 2008” selected TVET institutes are supported by Technical Cooperation (implemented by GIZ) and Financial Cooperation to improve the quality of vocational training. The programme is looking for qualified person to fill the following position:
Senior Programme Officer
Duty Station: Hanoi, with frequent travel to the TVET institutions of the project
Main responsibilities:
- Steering and managing of project activities in the fields of Electrotechnics / Electronics and Mechatronics including planning, implementation, quality assurance, monitoring and evaluation, documentation of project activities independently, presentation of results on (international) workshops;
- Coordinating, guiding and assisting national and international consultants;
- Co-operating with and ensuring regular contacts and dialogues to relevant stakeholders in TVET related ministries, TVET institutes and industries as well as other GIZ projects in the Asian region (including liaison person for TVET institute);
- Maintaining and further structure development of TVET website and TVET programme database
- Innovation and knowledge management;
- Field visits to the regions
Minimum qualifications:
- Master degree preferably in engineering and pedagogical science (technical teacher);
- At least 5 to 7 years of professional working experience in management of projects in the field of international development cooperation or abroad;
- Know-how in designing of further training concepts and in guiding their implementation; learning and teaching processes including curriculum development, teaching and learning material development;
- Excellent command of MS-Office (including developing and maintaining databases)
- Excellent competencies for English and working competencies in German
- Specific knowledge of technical terms in English and Vietnamese used in TVET and development assistance is an asset.
