The Mekong Delta Climate Resilience Programme (MCRP) is a technical cooperation project co-financed by the Governments of Germany, Switzerland, and Viet Nam. MCRP is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in close cooperation with the Ministry of Agriculture and Rural Development, Ministry of Construction and the 13 Mekong Delta provinces. MCRP’s objective is to support the Vietnamese authorities in enhancing the climate-resilience of the Mekong Delta and its communities, thereby ensuring sustainable development in the region.

MCRP focuses on four working areas:

  1. Support the establishment of an institutional framework to facilitate regional coordination of climate-resilient development in the Mekong Delta;
  2. Improve investment planning at regional level for the climate-resilient and gender-sensitive management of water resources in urban and rural areas;
  3. Implement the application of innovative technologies in coastal and riverbank erosion that strengthen the resilience of rural infrastructure and ecosystems: and
  4. Implementation of climate-resilient and water-sensitive urban infrastructure.

MCRP has a comprehensive workplan, in which water management and coastal protection is one of key working areas. To effectively carry out the programme activities, additional human resources are required.

The MCRP is looking for a qualified local professional for the position of:

Senior Programme Officer on Water Management and Liaison “MCRP”
Duty station: Can Tho City, Vietnam
Duration: ASAP until June 2025 (with possibility of extension until 31.12.2025)

1. Main responsibilities:

  • Overseeing the implementation of assigned work packages under the “Water management and Coastal protection” (Water & Coast) unit of MCRP that she/he is responsible for.
  • Liaising with and providing professional advice to partners and stakeholders at provincial and national levels during the implementation of the activities.
  • Providing inputs to PR/communication, knowledge management and M&E related works of Water & Coast portfolio as well as the overall frameworks of MCRP.
  • Ensuring that the activities are implemented in compliance with GIZ rules and regulations.

2. Specific tasks:

Technical advice:

  • Providing technical input in designing selected work packages under Water & Coast portfolio and formulating concept notes, proposals, and term of references.
  • Being responsible for the implementation of assigned work packages/activities under Water & Coast portfolio (including preparation of paper-works and documents for procurement of goods and services, participating in the selection, and supervising consultants and third parties during the implementation, including performance evaluation).
  • Preparing for the procurement of consultancy services and supervising the results and products while ensuring the compliance with GIZ rules and regulations.
  • Providing inputs to policy development and advocacy processes that concern or fall under scope of Water & Coast portfolio.
  • Monitoring the implementation of activities that she/he is responsible for, undertaking quality assurance measures, and proposing necessary changes and adjustments.
  • Designing, preparing, and organizing workshops, meetings and events on the topics/issues related to the areas that she/he is responsible for.
  • Compiling relevant information, data and contents under his/her responsibilities as required for PR/Communication, knowledge management and M&E purposes.

Liaison and networking:

  • Establishing and maintaining regular and smooth liaison and communication with partners and stakeholders provincial and local levels (and national level if required) to improve and enhance working relationships of Water & Coast team and MCRP;
  • Liaising and consulting with Vietnamese partners at provincial and local levels (and national level if required) in identifying needs and priorities and providing inputs for conceptualizing measures and planning for the Water & Coast portfolio (and MCRP when relevant).
  • Advising team leader and Water & Coast team members about emerging issues in concerned provinces which might have impacts on operation of Water & Coast unit and MCRP.
  • Providing support in preparation and organization of field visits of high-level delegations as required by team leader, which includes but not limited to providing inputs to developing agenda, liaising with authorities for permission, preparing materials, and accompanying guests.
  • Performing other tasks and duties as requested during the programme implementation.

3. Minimum requirements:

  • Master’s degree in water management or closely related fields.
  • Having at least 5-7 years of working experience in water management, preferably in development cooperation setting.
  • Good knowledge and understanding about water management issues in the Mekong Delta.
  • Knowledge and experience on coastal protection in Mekong Delta is an asset.
  • Good knowledge and understanding about geo-databases, GIS, Remote Sensing, and digital technologies in water resources and coastal monitoring.
  • Proven experience in liaising and working with local authorities in the Mekong Delta and knowledge institutions on water management and coastal protection related topics.
  • Good English proficiency, especially in presentation and writing.
  • Capability to accompany and supervise multidisciplinary consultant teams.
  • Ability to travel frequently to the field.
  • Good teamwork and interpersonal skills.
