Senior Programme Support Officer

The UK Department for International Development (DFID) has a programme in Vietnam of over US$100 million from 2011-2016. Given Vietnam’s rapid development, the UK is phasing out its aid and will conclude the MDGs programme in Vietnam by the end of 2013.  We also cover the remaining Cambodia programme from Vietnam.

DFID Vietnam is looking to appoint a Senior Programme Support Officer who will play a combined technical and administrative role in supporting the MDG (Millennium Development Goals) Team Leader in managing the Health, HIV and Education projects for DFID in Vietnam and Cambodia.

Main responsibilities:

Programme Support:
- Be responsible for day to day operation of the projects, including paying regular visit to provinces
- Represent DFID in education sector or HIV meetings
- Lead on closure of the education, health and HIV projects in Vietnam and Cambodia

Financial management:
- Lead on monitoring and forecasting project expenditure and ensure compliance with DFID’s financial and project cycle management system
- Ensure annual project reviews are conducted on time and payments are made following DFID guidance
- Ensure all financial and audit reports duly received and responded to in a timely manner, and implementation of recommendations is closely monitored

Procurement and contract management:
- 100% of project payments made against the best-practice accounting steps
- 100% of contracts negotiated, signed and managed effectively

Provide support to the administration of DFID programme in Cambodia:
- Monitor project finances and provide management support across the projects.
- Ensure annual reviews are conducted on time, and timely approval of disbursements.
- Monitor and periodically review the management arrangements of the multi-donor Trust Fund with the World Bank and the administrative arrangement with AusAID.
- Undertake periodic visits to Cambodia to review project implementation.

QUALIFICATION, SKILLS AND EXPERIENCE

The post holder will be a graduate with a strong track record in the management and delivery of development programmes in Vietnam.

Working Experience, Knowledge and Skills
- At least five years working in the development or humanitarian sector, including two years in an international environment in a similar position.
- Experience in project management and financial management
- Experience of working on education and/or HIV sector
- Comprehensive knowledge of project management
- Knowledge of M&E tools and techniques
- Good understanding of Vietnam’s education and/or health sector institutions
- Knowledge and understanding of international aid, especially on HIV and Education areas.
- Community based and participatory approaches
- Excellent command of written and spoken English
- Excellent computer skills: MS Office, e-mail etc.
- Good interpersonal skills and teamwork
- Good analytical and reporting skills
- Ability to present the project among national and international stakeholders
