Senior Project Officer
Mennonite Central Committee Vietnam

Mennonite Central Committee (MCC) is an international non-government organization doing relief and development work in more than 55 countries. MCC has been involved in community development efforts in Vietnam for more than 60 years. A majority of our current work is focused in Quang Ngai, Phu Tho and Hoa Binh provinces.

Location: Based in Hanoi, (expected travel to all MCC project sites.)

Direct Report: MCC Representatives to Vietnam

Responsibilities:

• Oversee implementation of MCC projects in Vietnam (VN) that fall under the Planning, Learning and Disaster Response (PLDR) umbrella. (80%)
  
  • Ensure timely, complete, accurate and appropriate Planning, Monitoring, Evaluating and Reporting (PME/R) of MCC VN community development projects as assigned by Representatives to Vietnam.
  • Provide leadership and mentoring to other MCC Project Officers.
  • Develop and maintain relationships with relevant government entities at national, provincial, district and commune levels.
  • Ensure legality of documents and traveling permissions (MOU’s, other project documents, and travel permissions for all MCC personnel.)
  • In consultation with MCC Representatives develop new partnerships in line with MCC Strategic Plans/Directions.
  • Support MCC service workers and their relationships with partners.

• Support other work of MCC in or related to Vietnam. (15%)
  
  • Facilitate visits to project locations for MCC VN team members, MCC staff from outside VN, other visiting MCC constituents.
  • Provide requested information/resources for global service learning, advocacy, financial services, donor relations, other country programs.
  • Other duties as assigned by MCC representative.

• Function as an active member of the MCC VN team through regular team meetings, retreats, providing mutual care and support for other MCC team members. (5%).

Qualifications

• Advanced understanding of community development work, compatible with MCC program values and goals.
• Vietnamese national with fluency in English (both written and spoken)
• University degree
• Independent and responsible with good collaboration skills,
• Supervisory experience
• Able to work with variety of people; local authorities, farmers, office staff and expatriates.
• Able to travel for work, some overnight stays required
• Basic computer skills

Required

• Seven years experience as program officer with an international NGO
• Background or degree in rural or community development
