Senior Project Officer (Agriculture and Natural Resources)

The ADB-Viet Nam Resident Mission (VRM) was established to assist its Headquarters in the implementation of projects and programs, in project processing, country programming, and economic and sector work. It also coordinates ADB’s activities with other resident diplomatic and donor missions, NGOs, academic institutions, local think tanks, private sector and other members of the civil society.

Description of Responsibilities

The Senior Project Officer (Agriculture and Natural Resources) will actively contribute to the resident mission (RM) by handling loan and technical assistance (TA) processing and administration, portfolio management, sector work, and other general sector activities. The incumbent will (i) take the lead role in the processing and administration of assigned loans and TAs, (ii) assist administration of non-delegated projects of the sector, and (iii) assist overall monitoring of the status and performance of the ADB’s Viet Nam portfolio (both delegated and non-delegated projects in the sector), and (iv) undertake sector work, including in the areas of programming, processing, and analysis. The incumbent will report to the Country Director and designated International Staff and will supervise Administrative Staff. The assigned sector includes irrigation, water resources management, agriculture value chain, flood control, forestry, and rural infrastructure development, among others.

Selection Criteria
Specific criteria include

  • Bachelor's degree in engineering or related disciplines, preferably with Master's Degree or equivalent.
  • At least 10 years of relevant professional experience in project management and implementation, and at least 4 years of supervisory experience (if applicable).
  • Demonstrated expertise and experience within the assigned sector.
  • Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable.
  • Familiarity with accepted best practices of procurement and disbursement processes.
  • Effective report-writing and communication skills in English and national language.
  • Able to mentor junior National Staff (NS) and Administrative Staff (AS) to facilitate work planning, delivery and quality review.
  • Able to liaise and work effectively with government officials within own work location.
  • Able to work collaboratively with teams as a constructive team member.
  • Excellent oral and written communications skills in English.
