Senior Project Officer - Capacity Development on Assessment and Planning

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Senior Officer in the Mekong - Capacity Development on Assessment and Planning

Position information:
Position title: Senior Project Officer - Capacity Development on Assessment and Planning
Reporting to: Project Manager   
Contract: From start working day to 31 December 2014            
Base in: Mekong with travel to project sites as required

Position Summary

The Capacity Development on Assessment and Planning Senior Officer will base in An Giang province field office and responsible for the technical inputs, support to program/ projects in the Mekong region, including the planning, implementing, monitoring and evaluation in those key areas:

- Community Based Disaster Risk Management (CBDRM)
- Community Based Adaptation (CBA) analysis and planning
- Capacity strengthening for women, men and young people to analyze vulnerability to improve their awareness and capacity to undertake participatory and gender-sensitive analysis and planning, including budgeting for resources. 

Specifically, he/ she will be mainly engaged with the current Integrated Community-based Climate Change Adaptation in the Mekong Delta (ICAM) project, which will empower 25,000 women and men in the Mekong Delta to increase the resilience of their communities to the unavoidable impacts of Climate Change An Giang and Soc Trang provinces; and other future relevant programme/ projects as assigned.

Duties:

Following are the main duties, which are not necessarily limited to those under-mentioned and subjected to change without prior notice and in line with the CARE in Vietnam’s organisational re-structure.

- Under the supervision of the ICAM Project Manager, support the implementation of project activities in line with the agreed project framework;
- Assist with the facilitating of design and development of tools and methods for community based adaptation, including climate change capacity and vulnerability analysis and identification of potential adaptation interventions;
- Support capacity strengthening for partners and communities on climate change adaptation including training, coaching, co-planning, and others if required;
- Support partners in integration of cclimate change adaption/disaster risk reduction into local social economic development planning and in implementation of adaptation planning;
- Document methods, good adaptation practice, experiences and results from communities and partners;
- Coordinate research on impacts of climate change in Mekong Delta, vulnerability to these impacts, and identification of hot spots and existing coping strategies;
- Facilitate shared learning and skills transfer to and between partner organizations on climate change adaptation activities; and
- Assist with organizing workshops and training, and with developing training guidelines and materials relating to climate change awareness raising and mainstreaming for partners, local authorities and beneficiaries.

Selection Criteria
- University Degree in environment or relevant subjects;
- At least two years working experience in disaster risk management, emergency response and/or climate change projects preferably in an international organization;
- Experience/knowledge with Community-based Adaptation Planning;
- Good facilitation skills and experience in participatory approaches and community empowerment;
- Openness and willingness to promote gender equality and demonstrating basic competencies to promote equality;
- Experience/skills in research, survey and assessment;
- Understanding of ethnic minority poverty incidence, underlying causes of poverty, and respect for ethnic minority knowledge and capacities;
- Good writing and speaking skills in both English and Vietnamese; and
- Previous experience in the Mekong Delta Region would be an advantage.
