Senior Project Officer in Policy Advisory

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. In Viet Nam, we have been working with our partners since 1993. We contribute to the improvement of living conditions for Vietnamese people via approximately 20 programmes and projects covering the following three priority areas of cooperation: 1) Vocational Training; 2) Environment; and 3) Energy.

The Vietnamese-German Project “Creation of an overarching framework for Nationally Appropriate Mitigation Actions (NAMA) and Measurement, Reporting and Verification (MRV) in Vietnam” is a project of German Technical Assistance to the Ministry of Natural Resources and Environment (MONRE). The project is designed with 4 main components, as follows: a) Improving the institutional capacity in MONRE to coordinate, develop and implement NAMA; b) Identify and develop specific NAMA; c) Establish national MRV systems for NAMA; d) Strengthen international negotiations on climate change.

The Project requires a qualified local professional for the position of: Senior Project Officer in Policy Advisory

Duty Station: Hanoi, Vietnam
Duration: Initially until March 2018
Reports to: Management of the Project

Main responsibilities:

  • Assist the Project Management (CTA/ TA) to achieve the project´s objective to strengthen MONRE’s capacity on the development, financing, implementation and coordination of Nationally Appropriate Mitigation Actions (NAMA) and to strengthen Vietnam’s position in the international climate negotiations;
  • Support the national counterparts to establish and develop a national coordination and advisory unit for NAMAs under MONRE which coordinates the development of bankable NAMAs through sector ministries and advises on cross-sectorial topics such as MRV and financing.
  • Support the projects national counterparts in MONRE and Institute of Meteorology, Hydrology and Environment (IMHEM) as well as relevant sector ministries in the area of conceptual design and institutionalization of the policy dialogue and the establishment of coordination mechanisms/ platforms for NAMAs;
  • Support the projects national counterparts in MONRE and IMHEM as well as relevant sector ministries in the area of facilitation of public-private partnership dialogue with potential public and private financiers for bankable NAMAs;
  • Support the project national counterparts in the identification and implementation of bankable NAMAs and the organization of technical meetings, workshops, training courses and conferences on NAMAs in general and bankable NAMAs and financing opportunities for NAMAs in particular;
  • Support the projects national counterparts in MONRE and IMHEM as well as relevant sector ministries in the definition and institutionalization of government procedures for elaboration of agreed government positions on central topics of UN climate negotiations;
  • Assist the Project Management in managing communication and cooperation between project partners and various involved governmental and non-governmental institutions/ organizations.
  • Innovation and knowledge management as well as dissemination to a wide range of stakeholders.

Minimum requirements

  • University degree in climate Science/natural resource management/environmental policy/political science, law, and economics, preferable with experience and knowledge in institutionalization of policies and political dialogue and public-private partnership processes for climate mitigation and NAMAs in addition to the following requirements:
  • At least 10 years of professional working experience in policy advisory and political negotiation.
  • Strong experience in project implementation and management.
  • Profound knowledge of the Vietnamese climate change policy, legislation, institutional landscape, relevant implementation structures, responsibilities and planning processes.
  • Good knowledge of the international climate change discussions and negotiations as well as of relevant international standards and methods in the area of mitigation.
  • Strong technical expertise in the area of development and implementation of climate mitigation projects and strong cooperation and networking experience and skills.
  • High level written and oral communications and report writing skills in both English and Vietnamese. 
  • Demonstrated ability to work and produce - sometimes under high pressure - high level and quality outputs with limited supervision and management.
  • Demonstrated team work ability.
  • Prior work experience with international development assistance organizations and programs.
  • Dynamic and self-motivated character.
