Senior Project Officer (Transport)

The ADB-Viet Nam Resident Mission (VRM) was established to assist its Headquarters in the implementation of projects and programs, in project processing, country programming, and economic and sector work. It also coordinates ADB’s activities with other resident diplomatic and donor missions, NGOs, academic institutions, local think tanks, private sector and other members of the civil society.

Description of Responsibilities

To provide technical and operational support to the Viet Nam Resident Mission (VRM) in Hanoi and ADB Headquarters in project processing and implementation in the transport sector. The position covers (i) direct administration of delegated transport sector projects and technical assistance (TA) projects; (ii) assistance in administration of non-delegated transport sector projects; (iii) assistance in overall monitoring of the status and performance of the ADB’s Viet Nam portfolio (delegated and non-delegated projects in the transport sector); and (iv) undertaking transport sector work, including in the areas of programming, processing and analysis.

Reporting Arrangement

Supervisor: Designated International Staff and supervise Administrative Staff

Selection Criteria

Specific criteria include

• Bachelor’s degree in the civil engineering or related fields, preferably with relevant master’s degree or equivalent
• At least 8 years of relevant professional experience in project management and implementation
• Demonstrated expertise and experience in the transport sector;
• Prepared to travel extensively and frequently in Viet Nam, including in remote locations
• Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable
• Good understanding of Viet Nam’s government administrative systems and procedures
• Familiar with accepted best practices of procurement and disbursement processes;
• Able to interact in a professional manner with ADB staff and government officials
• Able to work collaboratively with teams as a constructive team member
• Strong oral and written communications skills in English
• Strong client focus and high level of commitment to results
