The Partnership for Health Advancement in Vietnam (HAIVN) (formerly the Harvard Medical School AIDS Initiative in Vietnam), is a collaboration between Harvard Medical School, the Beth Israel Deaconess Medical Center, and the Brigham and Women’s Hospital that seeks to increase the quality and quantity of health professionals working in HIV and related diseases in Vietnam. Through collaborations with the Vietnam Ministry of Health (MOH), Vietnam Administration for AIDS Control and Vietnamese medical universities in clinical training and mentoring, training in educational methods, health system improvement, and related evaluations, we seek to build a sustainable high-quality healthcare work force. HAIVN emphasizes country ownership of both program design and implementation, strategic coordination of international donors and development partners, and long-term sustainability.

HAIVN is currently seeking a senior Strategic Information (SI) project officer (HCMC-based). The broad aims of the SI project officer are: a) to build local capacity in program evaluation in HIV and global health delivery through support for rigorous program evaluation and reporting for each of HAIVN’s programs.

Roles and Responsibilities of the HAIVN Senior SI Project officer

  • Working closely with Director, Country director, Boston based senior M&E advisor and in-country staff, support monitoring and evaluation of HAIVN program implementation with direct supervision of one staff person.
  • Participate in report writing and mandatory reporting
  • Take a leading role in collaborations with implementing partners including Hanoi Medical University, Ho Chi Minh City University of Medicine and Pharmacy, the Vietnam Administration for AIDS Control and National Hospitals, to support the design, implementation and reporting of program evaluations for various models of health care capacity building including curriculum reform at HCMC UMP, implementation of provincial coaching teams, medical student rotations, distance learning, e-mentoring, and continuing medical education (CME).
  • Provide direct teaching and mentorship of collaborators on above program evaluation projects and future efforts to build capacity in implementation science. This support may span the range of activities from protocol design, data management, data analysis, to report and/or manuscript preparation.

Qualifications

Education and Experience

  • PhD, MD and/or Masters with significant monitoring, evaluation, and operational research experience
  • Mentoring and teaching experience in operational research and evaluation
  • Record of publications in HIV and/or Global Health operational research and/or evaluation preferred

Communication and Reasoning Ability

  • Demonstrated ability to communicate information and data effectively and diplomatically in written and verbal form to top management, government officials, fellow investigators, and stakeholders is required. The ability to interpret and apply instructions in diverse settings, to support positive organizational change, and to develop the research capacity of other health care professionals is required. Both English and Vietnamese proficiency required.
