Senior Technical Advisor

SNV Vietnam is looking for a Senior Technical Advisor to the project ‘Delivering Multiple Benefits from REDD+ in Southeast Asia’ (MB-REDD), based in Hanoi with frequent travels to Dalat, Ca Mau (Vietnam), Vientiane (Laos) and other countries on request (International Consultancy contract)

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+ (Reducing Emissions from Deforestation and Forest Degradation).

SNV is currently seeking a highly qualified expert to provide technical advisory services to the project ‘Delivering Multiple Benefits from REDD+ in Southeast Asia’ (MB-REDD): 2010-2016.  The project aims to establish the technical knowledge and political capacity to deliver environmental and social ‘multiple benefits’ from national REDD+ programmes in Laos and Vietnam.  Multiple benefits attributable to the design and implementation of national REDD+ programmes include: greenhouse gas emission reductions and enhanced removals; sustainable rural development; improved forest governance; protection of human rights; biodiversity conservation and maintenance/enhancement of ecosystem services; and contributions to climate change adaptation.

The project works in close partnership with the Ministry of Natural Resources and the Environment in Laos, and the Departments of Agriculture and Rural Development in the southern provinces of Ca Mau and Lam Dong in Vietnam.

We are looking for a dynamic and highly motivated candidate to fill in the position of Senior Technical Advisor for the project

Responsibilities

- Technical advice

  • Technically assist project managers in Laos and Vietnam in the day-to-day planning, implementation and monitoring of project activities and results

- Quality control

  • Ensure quality of advisory services delivered by the project through development of clear Terms of Reference and monitoring delivery of outputs and outcomes
  • Maintain a consolidated Project Monitoring & Evaluation account within SNV’s internal Monitoring for Results system for Laos and Vietnam

- Strategic direction

  • Provide strategic direction to the project team and consultants in both countries, identifying and assessing emerging opportunities and risks
  • Provide strategic guidance to the global SNV REDD+ programme on knowledge development in the area of low emissions sub national planning

- Knowledge development

  • To lead SNVs work on low emissions development planning and supporting provinces in Vietnam (and potentially elsewhere) to introduce

- Programme development

  • Proactively identify and respond to global and local resource mobilization and programme development opportunities building on the work the current project
  • Lead in developing and securing subcontracts under larger REDD+ readiness support programmes to apply MB-REDD knowledge products and services

- Partnership development

  • Coordinate and collaborate with all existing and potential new project partners: donors; host national and subnational governments; other development partners
  • Proactively engage in global, regional, national and subnational fora on REDD+ multiple benefits, PFM and safeguards 

- Communicating achievements

  • Producing frequent communications materials for on-line (e.g. newsletter articles) and in-person (e.g. presentations) dissemination of project achievements
  • Leading on global and national knowledge product development, particularly in the field of low emission development

Candidate profile

- Education

  • Doctorate or Master degree in forestry, natural resource management, or similar.

- Experience and skills

  • Minimum 7 years of proven track record in forestry, environmental economic and/or rural development
  • Extensive knowledge of REDD+, agriculture, climate change, low emissions development
  • Knowledge of subnational land-use and forestry planning processes, economic incentive models for land and forest use or safeguards desirable
  • Experience with forestry issues and institutions in Laos and Vietnam and asset

- Other requirements

  • Strategic thinking and planning skills
  • Experience in mentoring national project staff and consultants
  • Excellent interpersonal skills and team spirit towards work
  • Excellent communication skills in English, both spoken and written
  • Laotian and/or Vietnamese language skills an asset
  • Excellent computer literacy

Contract duration:     We offer a competitive associate consultancy contract with for an initial duration of one year, with a possibility to extend annually upon availability of funding.

Desired start date:  As soon as possible, ideally in December 2014

Duty station: Hanoi, Vietnam with frequent travels to Dalat, Ca Mau (Vietnam), Vientiane (Laos) and other countries on request
