Programme Integration of Gender Equality in Decent Work Legislation and policies in Vietnam.

1.   Background/Justification:

Vietnam is one of the first countries to ratify CEDAW and take lead in the region in narrowing the gender gap. Women and men are also fairly equal in terms of employment opportunities. However, women are especially vulnerable to poverty and economic shocks because they are generally concentrated in the informal sector with unskilled jobs and low wages.

The Decent Work Agenda was initiated by the International Labor Organization (ILO) in October 2000 as a way of highlighting the role that good working conditions play in promoting development and poverty reduction. The Country cooperation framework for Decent Work in Vietnam in the coming period will continue to: (i) strengthening labor institution ;(ii) promoting decent work; (iii) social security; (iv) caring for vulnerable groups; (v) promoting the implementation of international commitments and ASEAN's commitment to decent work and promoting gender equality program.

The project was carried out in connection with the results achieved in the activities of the project from 2006 to present, especially the project "Social services for vulnerable   groups and workers - International experience and current situation in Vietnam 2008-2009” and “Sustainable employment and social welfare for workers and vulnerable groups 2010-2011” that continue to focus on solutions to strengthen the management of labor, to promote policies on social security, vocational training for human resource development, promoting services to support the workers and vulnerable groups to access decent work,  strengthening social welfare to facilitate their integration into labor market.

Within this context, the programme was identified by the Ministry of Labor, Invalids and Social Development (MOLISA) according to the priorities and objectives of the Labor, Invalids and social Development Plan within the Socio-economic development Program of Vietnam 2010-2015 and other national programs/ strategies such as National Strategy on Gender Equality and Strategy of Social Security, Employment, Human Resource Development, National Program on Occupational Health and others. Furthermore, the Implementation of Gender Equality Law, the first ever National Strategy on Gender Equality in the period of 2011-2020 is the general framework, which mandates the Government with the aim of developing capacity of state management on gender equality, integrating gender equality into different sectors as well as promote substantive gender equality in reality.

The main goal of the programme is: to integrate gender equality and decent work in selected legislations and policies for workers and support the vulnerable groups, implementation of strategic priorities in the  Socio-Economic Development Plan of Vietnam in 2011-2015 on social security, decent work, occupational health and safety, human resource development, dealing with climate change, efforts to promote the international integration process of Vietnam, especially with ASEAN countries,   implementation of the Vietnam- EU Partnership Cooperation Agreement (PCA) in the field of employment and social issues including gender equality and decent work effectively.

The programme is executed through improving the capacity of policymakers of  labor and social affairs in the central and local levels on decent work and gender equality, promotion of decent work and gender equality   in the construction and completion of supportive services, policies on social security, vocational training policy, building good models   on the implementation of decent work and  gender  equality  for  central  and  local  level;  promotion  of  the  national  strategy  on  gender equality; development of capacities at all levels for implementation of laws and policies related to gender equality and empowerment of women; increasing accountabilities of   state management agency  on  gender  equality  from  central  to  local  levels.  The  programme, which started on December 2012,   has  a  total  budget  of 1,790,000 Euros for three years.

2. Description of the position:

•   Position title:  Senior Technical Assistance
•   Duration: One year contract with 3 months probation period and possibility for renewal under performance assessment until the end of the Project, tentatively April 2015)
•   Location: Hanoi, Vietnam
•   Expected starting date:  Mid March 2014

The Technical Assistance will work under direct supervision of Project Director and Project Co- Director and in close collaboration Project staff members. The Technical Assistant will support the implementation of project activities with the following specific responsibilities:

  • Provide basic technical guidance on gender equality and decent work to IPs (Implementing Partners) in conformity with the relevant MOLISA/AECID instruments and guidelines.
  • Quality assurance of activities TORs and project products.
  • Monitor, backstop and evaluate the work of IPs and consultants involved in the implementation of the project activities.
  • Ensure sharing of experience and documentation of lessons learnt to the interested parties within and outside the MOLISA/AECID at both national and international level.
  • In coordination with the NPC, assist the IPs to prepare work plans to complete the activities shown in the Project Document.
  • Assist the IPs in the planning and organization of their workshops/trainings as requested in order to monitor, advice and plan project activities.
  • In coordination with IPs to prepare and consolidate reports to submit to AECID

3. Expected outputs:

•   Programme objectives and outcomes are achieved in a timely and successful manner
•   Technical input has been provided to the programme
•   Programme Annual  Plans,  Quarterly plan are well-developed
•   Progress reports are well-prepared and submitted to AECID
•   Programme Monitor, Evaluation and Management process and tools have been improved
•   Knowledge Management capacities within the programme have been improved.
•   Budget allocation and disbursement are utilized appropriately
•   Institutional capacity of has been improved.

4. Requirements

•   Master’s degree or equivalent in Social Sciences, Gender Studies, Development of other related fields.
•   Sound working experience in women’s rights and gender equality.
•   Sound working experience in the area of decent work and promotion of decent work.
•   Proven experience with project planning, monitoring and management
•   Substantive knowledge of women’s rights and gender issues in the region (in Vietnam will be an added value).
•   Substantive knowledge of decent work in the region (in Vietnam will be an added value).
•   Fluency in English is a prerequisite. Fluency in Spanish will add value.
•   Knowledge and experience in AECID bilateral programs and administrative mechanisms will be valued.
•   Good networking, teamwork and interpersonal skills.
•   Displays cultural, gender, religion, race, nationality and age sensitivity.
•   Strong analytical, writing and communication skills
•   Excellent computer skills
•   Innovative, flexible and result-oriented and pro-active
•   In good health and available for travel to the provinces

5. Remuneration package:

We offer a position in a highly motivated project team, field visits to the provinces and interesting cultural environments.
A maximum of 40.000 EUR / year (inclusive of all expenses such as travel, health, taxes, etc.) will be offered to the successful candidate.
Paid Leave: 22 working days     Plus 6 days for personal issues
