Senior Technical Consultant for Inclusive Education/Disability Program

Catholic Relief Services (CRS) is a US non-governmental organization that has been operating in Vietnam for more than 15 years. CRS projects assist local counterparts to build capacity in the areas of Education, HIV/AIDS care and treatment, Disaster Risk Reduction and emergency preparedness and response. Reflecting our commitment to carry out quality programming to benefit the poor, we are now seeking dynamic Vietnamese candidate for following position in our Program based in Ha Noi:

Title:             Senior technical consultant for Inclusive Education/Disability Program
Reports to:     Chief of Party (COP) to Inclusion of Vietnamese with Disabilities Project
Supervision:    N/A
Duration:        6-8 months

PRIMARY FUNCTIONS   

- Provide technical support to the ICT for inclusive education project.
- In coordination with Head of Program and CoP Provide overall programming support to Information Communication Training (ICT) and Disabled Persons organizations (DPO) development projects with focus on  technical input, facilitation of activity planning, quality control and partnership development.
- Work with Project Manager (Chief of Party) of IVWD (Inclusion of Vietnamese with Disabilities project) to prepare necessary documents for donor reporting with focus on ICT activities.

SPECIFIC RESPONSIBILITIES

- Inclusive education and disability technical support
- Provide technical inputs to the development of TORs for all consultancy work relating to ICT activities.
- Provide technical inputs to all planning and activity discussions with MOET relating to ICT implementation (selection of consultants, results of consultancy work, ICT pilot plans).
- Collaborate with Chief of Party of the IVWD to work with international consultants to get international experience in ICT development for children with disabilities to support MOET in ICT pilot plan development.
- Provide technical feedback to MOET and consultants relating to individual ICT activities including upgrading of text to speech software, development of distant learning model, development of accessible learning materials i.e. video lectures with sign language, development of accessible examinations tools, and development of IE online library.
- Provide technical support to Education project Coordinator in the capacity building activity of the VFD (Vietnam Federation on Disabilities) and DPOs (Disabled Persons Organizations) at provincial level, which include technical feedback to TOR for trainers and project activity design.

Program management support:

- In coordination with Head of Program, provide technical inputs to Project Coordinator of the DPO development project for quarterly and monthly activity and budget plan development;
- Participate in partner meetings with MOET, VFD and provincial partners; especially periodical partner meetings and planning meetings.
- Work closely with COP/ to ensure the project activity expenditure is compliant to CRS and donor regulation and following the quarterly or monthly plan.
- Participate in the field trip monitoring to ensure the project activities follow its objectives and achieve expected results.
- Assist ICT PO to provide inputs to Chief of Party for IVWD project for ICT quarterly reports to donor.

Personnel Support and teamwork:

- Work with ICT PO to prepare monthly work-plan with clear expected outcomes and responsibilities for ICT activity component;
- Support ICT PO with technical inputs for ICT PO to share  monthly ICT activity and budget plan with Chief of Party of IVWD and Head of Programs;

Documentation, Advocacy and Networking:
- Governmental agencies: Provide technical inputs to COP and HOP to contribute to advocacy and relationship-building at the school, provincial and ministry levels. Provide technical ideas to COP in policy review of Vietnamese legislative documents and other project documents to work with MOET on topics relating to education, disability. Maintain positive working relations with relevant government bodies, international organizations and local partners.
- Education and Disability sectors: Consult with Head of Programs and COP to participate in relevant education and disability networks to promote CRS inclusive education and disability programs if required.

REQUIRED QUALIFICATION, EXPERIENCE AND SKILLS:

1.Master degree in education, public health or social science, preferable to higher education degree.
2.Have strong experience in disability and education field.
3.Have at least 5 years of experience in working in international agencies or projects with international funding support, preferable experience working at central level project.
4.Knowledge and wide relationship with the disability/education support related partners at central and provincial levels is preferred.
5.Have good analytical, communication and presentation skills.
6.Ability to analyze complex situations; to identify problems/risks; and to propose proper solutions.
