Senior Technical Officer; Technical Officer
FHI 360 is an international non-governmental organization that works with the Vietnam Ministry of Health, provincial health services, and local non-government organizations to promote the health and well-being of the Vietnamese population, particularly vulnerable and disenfranchised groups. In Vietnam, FHI 360 is currently building the capacity of local organizations in HIV prevention, care, and treatment and drug treatment policies and practices.
They are seeking qualified, experienced and highly motivated Vietnamese nationals to fill the following positions:
1. Senior Technical Officer, Psychosocial Support and Policy for Drug Users – Hanoi based
The incumbent in this position will provide technical leadership and oversight for FHI 360/Vietnam’s programs that strive to improve psychosocial support and policy for people who inject drugs.
Main responsibilities:
- Provides and oversees training and facilitation on psychosocial support and policy for people who inject drugs. Provides technical mentoring support and onsite training to staff and partners implementing behavioral interventions with people who inject drugs
- Works with FHI 360’s Drug Use Programming Unit to strengthen the methadone maintenance therapy (MMT) interventions and strategies.
- Represents FHI 360 in relevant strategic meetings and events to provide technical leadership in the area of psychosocial support and policy for people who inject drugs.
- Build partnerships between community groups and government partners to improve the public health policy environment for people who inject drugs
Qualifications and abilities:
- Medical Doctor with a minimum of five years of experience in the implementation of psychosocial support and policy advocacy strategies for people who inject drugs
- Knowledge and extensive experience in health system strengthening and MMT program management
- Strong communication, leadership and interpersonal skills. Demonstrated ability to build and maintain relationships with a wide array of organizations
2. Technical Officer, Methadone Maintenance Therapy (MMT), Ho Chi Minh City based
The incumbent in this position is responsible for supporting the management and implementation of FHI 360’s MMT capacity building and implementation activities.
Main responsibilities:
- Provide technical and programmatic leadership in the area of MMT capacity building and implementation
- Work closely with local NGO/INGOs partners to facilitate coordination and collaborative planning and field implementation; Interact with national and provincial health authorities to plan, implement and provide MMT quality improvement
- Provide support and assistance for the establishment of a Continuing Medical Education (CME) system for MMT health service providers and a professional MMT medical association in Vietnam
- Work collaboratively with provincial health authorities to integrate MMT and HIV care and treatment interventions where needed
Qualifications and abilities:
- Medical doctor, preferably with a Master’s degree in public health or a related field
- At least two years of experience in designing and implementing MMT and HIV care and treatment interventions
General requirements for all positions:
- Extensive knowledge and experience in health education and development programs and interventions in Vietnam
- Ability to handle multiple tasks simultaneously, prioritize and respond in a timely manner to stakeholders
- Strong interpersonal communications and demonstrated ability to transfer knowledge and skills in a culturally sensitive manner
- Excellent written and oral communication skills in both Vietnamese and English
- Computer literary with strong skills in the use of MS Office packages (Word, Excel, PowerPoint)
