MOH HIV care and treatment guidelines App

BACKGROUND

The Partnership for Health Advancement in Vietnam (HAIVN), a collaboration between Harvard Medical School (HMS), Beth Israel Deaconess Medical Center (BIDMC), and Brigham and Women’s Hospital (BWH), seeks to develop capacity for high quality medical education, medical research and healthcare quality in Vietnam. HAIVN has been working to improve the health systems in Vietnam since 2003.

HAIVN, through a cooperative agreement with the US Centers of Disease Control and Prevention, provides technical assistance to the Vietnam National HIV program. HAIVN collaborates with the Vietnam Administration for HIV/AIDS Control and provincial Departments of Health to build capacity in HIV care and treatment, improve the quality of care provided to people living with HIV, scale up antiretroviral therapy, and reach the goal of 90-90-90.

In Vietnam, there are now total of estimated 250,000 people living with HIV. The treatment with antiretroviral drugs (ARV) along with comprehensive care provided at HIV clinics are essential to keep people living with HIV healthy and prevent HIV transmission in the community. HIV care and ART is provided at all the provinces, from district to provincial and central levels, with ARV drugs dispensed down at certain community health centers. There are currently over 144,000 people living with HIV receiving ARV treatment, accounting for about 70% of the detected HIV-infected people. Vietnam is one of the countries with the best outcomes of HIV / AIDS treatment in the world.

HIV treatment is ever changing area, and the overall goal is to provide the best available ARV options and best care practice. Over the years, the Ministry of Health has regularly updated the "Guidelines for HIV/AIDS treatment and care" in a timely manner according to the recommendations of the World Health Organization. The most updated guideline was issued on November 20, 2019 with a comprehensive approach from testing, diagnosis, care and treatment, and prevention are updated to help clinicians and health care workers providing standard services for HIV patients. Moreover, this guideline is one of the official references for clinical mentoring and training for HCWs in Vietnam.

HAIVN is seeking for a Service provider, responsible for developing a mobile App for this guideline to be used nation-wide in Vietnam.

OBJECTIVE

By working in consultation with HAIVN, VAAC and US CDC, the Service provider will be responsible for developing an App for MOH HIV/AIDS care and treatment guidelines in order to help widely, easily and conveniently accessing to the guidelines for health care workers in nationwide.

The main objectives of the App include:

• Serve as an online national standard guideline/manual for health care workers who are working at HIV clinics in hospitals and community
• Strengthen capacity building and update knowledge on HIV Care and treatment for health care workers
• Provide standard services and improve quality of testing, diagnosis, care and treatment, follow-up and prevention for HIV patients and people in community
• Optimize ARV treatment, management, and prevention of HIV/AIDS, increase viral load testing coverage and adherence for HIV patients

SCOPE OF WORK

Expected outcomes:

The Service provider is expected to develop a mobile App following MOH guidelines including:

• 02 versions in VN and EN including:
  
  • Brief text which is easy to use, user-friendly and adapted for mobile app
  • Tables, algorithm and graphics (in color)
  • Quick searching by session or table or graphic or topic
  • Compatible with android and iOS

• 01 guidance on how to use the App, how to measure and monitor the users

• Updated versions and maintenance by time

Tentative timeline

• The App should available by end of June 2020

QUALIFICATION OF THE SERVICE PROVIDER:

The following qualifications of the Service Provider are required to successfully conduct the App:

• Experience in developing and complying Apps for Health sectors including Medicine or Pharmacy, guidelines as preferred
• Proven experience in producing creative, fancy, clear and easy to use product
• Experience in working with NGOs and knowledge about HIV/AIDS is preferable
