BACKGROUND

The Partnership for Health Advancement in Vietnam (HAIVN), a collaboration between Harvard Medical School (HMS), Beth Israel Deaconess Medical Center (BIDMC), and Brigham and Women’s Hospital (BWH), seeks to develop capacity for high quality medical education, medical research and healthcare quality in Vietnam. HAIVN has been working to improve the health systems in Vietnam since 2003.

HAIVN, through a cooperative agreement with the US Centers for Disease Control and Prevention (CDC), provides technical assistance to the Vietnam National HIV program. HAIVN collaborates with the Vietnam Administration for HIV/AIDS Control (VAAC) and provincial Departments of Health to build capacity in HIV care and treatment, improve the quality of care provided to people living with HIV, scale up antiretroviral therapy, and reach the goal of 90-90-90 (90% of all people living with HIV know their HIV status; 90% of all people with diagnosed HIV infection receiving antiretroviral therapy; 90% of all people receiving antiretroviral therapy have viral suppression).

HIV-related stigma and discrimination is a major barrier to achieving the 90-90-90 goal. HAIVN, through technical collaboration with CDC and the Vietnam Network of People Living with HIV (VNP+), will manage and coordinate the launch of a nationwide media campaign on U=U (Undetectable = Untransmittable) to help reduce community stigma and discrimination of and to people living with HIV (PLHIV) and HIV affected populations.

There is now evidence-based confirmation that the risk of HIV transmission from a PLHIV, who is on Antiretroviral Therapy (ART) and has achieved an UNDETECTABLE viral load in their blood (<200 copied/ml) for at least 6 months is negligible, i.e. UNTRANSMITTABLE meaning there is essentially no risk of sexually transmitting the virus to an HIV-negative partner. Please see the attached FAQ for more information on U=U.

The U=U consensus statement has been recognized and/or endorsed by over 700 medical and community-based organizations in more than 75 countries. The U=U statement builds on evidenced-based research demonstrating that HIV treatment is highly effective in reducing forward HIV transmission, endorsing that "people living with HIV on ART with an undetectable viral load in their blood have a negligible risk of sexual transmission of HIV." Increased awareness of U=U can play an important role in educating people living with HIV, providers, and the public, with the likely benefit of combatting HIV-related stigma.

HAIVN is seeking for a Service provider/Media Agency responsible for developing and compiling a tool-kit to raise awareness on U=U statement nation-wide in Vietnam.

OBJECTIVE

By working in consultation with CDC, HAIVN, VAAC and VNP+ network, the Service provider/Media Agency will be responsible for developing and compiling a communication toolkit to raise awareness on U=U statement in Vietnam in order to help reduce community stigma and discrimination to PLHIV.

The main objectives of the U=U toolkit include:

  • Raise awareness on U=U among community and health workers
  • Increase the capacity of HIV-related community groups and health workers to discuss and disseminate U=U findings and the potential impacts
  • Reduce HIV-related stigma and discrimination
  • Increase HIV service demand and encourage Key Population (KP) and PLHIV to seek testing, prevention (e.g. PrEP), treatment and viral load testing

SCOPE OF WORK

Expected outcomes:

The Service provider/Media Agency is expected to develop a comprehensive tool-kit including:

  • 01 Logo for the U=U campaign including key visuals for the campaign such as graphics for banners, posters, and other products
  • 01 Video to promote U=U (2-3 minutes)
  • Promotional posters and other materials ready for printing or use in digital form, which may include:
    • 01 Infographic animated video to explain the evidence on U=U
    • 01 Infographic poster
    • 01 Information Handbook (Q&A)
  • Campaign strategy and activities, including mapping of appropriate social media platforms and guidance for using specific visuals and products for dissemination
  • Guidance on how to measure and monitor impact of this campaign

Tentative timeline

  • The toolkit should available by end of August 2018

QUALIFICATION OF THE SERVICE PROVIDER:

The following qualifications of the Service Provider/Media Agency are required to successfully conduct the campaign:

  • Experience in implementing a nationwide awareness raising campaign
  • Proven experience in producing creative infographic products, artwork, design, key visuals
  • Experience in social media campaigns/Facebook fan-page management
  • Experience in working with NGOs and knowledge about HIV/AIDS is preferable
