TERMS OF REFERENCE

Position: Short-term consultancy on development of reference and topic on “The role of corruption in wildlife trafficking”
Report to: Capacity Building Manager
Location(s): Viet Nam

I. BACKGROUND
The Wildlife Conservation Society (WCS) is a US non-profit, tax-exempt, private organization established in 1895 that saves wildlife and wild places by understanding critical issues, crafting science-based solutions, and taking conservation actions that benefit nature and humanity. WCS has been working in Viet Nam since early 2006 to strengthen the commitment and capacity of the Vietnamese government to combat wildlife trafficking.

Since 2009, the Government of Vietnam has promoted the teaching of anti-corruption subjects/modules in educational and training institutions, particularly in law schools. In response to this, The School of Law under Viet Nam National University, Hanoi (VNU-LS) has launched the first Master of Law Programme in Public Administration and Anti-Corruption in Viet Nam in 2018. Targeted students of this program are officers from government at all levels, Party members, and others who are/will be working on law enforcement, anti-corruption, public reform, inspection, and handling citizens’ complaints and reports. In 2019, WCS has supported VNU-LS to develop a reference and topic on “The role of corruption in wildlife trafficking” for the course 2019-2021 of this master program.

A consultant group is being recruited to work with WCS to implement this activity.

II. SCOPE OF WORK

Develop reference and content of one topic on “The role of corruption in wildlife trafficking” for the course 2019-2021 of the Master of Law Programme in Public Administration and Anti-Corruption of VNU-LS.

III. ACTIVITIES

The consultant group will work with WCS to implement below activities:

1. General coordination and implementation:

  • Develop activity outline, including budget and work plan
  • Coordinate to implement the activity, including logistic of technical meetings/workshops within this activity.

2. Develop reference document and topic

  • Develop reference document and content of one topic for applying to the course 2019-2021 of the master program.

3. Evaluate the application of reference and topic to the training course

  • Participate in process of trial the document and topic for assessment.

IV. REQUIREMENTS

All consultants of the group need to be satisfied criterias as below:

  • Be Vietnamese;
  • Having a master's degree or higher in law and education majors;
  • Having at least 5 years of experience in training, developing training programs and training curriculum/materials;
  • Ability to work under pressure and respond well to high quality outputs on time.

V. PROFESSIONAL FEE AND EXPENSES

Professional fee and other expenses (travel, accommodation, per-diem, if any) within the scope of the service shall be based on the consultant’s proposal in accordance with WCS’s cost norms and activity’s budget.
