Vacancy: Short-term Emergency Support Officer
Based in Quang Tri

They are looking for a Vietnamese national for the position of Short-term Emergency Support Officer. The successful candidate will be based in Quang Tri with frequent travel to the project sites.

Main Responsibilities
The Emergency Project Officer’s main role is to enhance the capacity of the Emergency Team to target effectively flood affected households, procurement and distribution of emergency item and livelihood inputs including cash grants through field engagement and facilitation, working with local authorities and partners, and subsequently to participate in monitoring and evaluation of the emergency and recovery activities

Key Competencies 
Essential:
- University degree, preferably in social sciences, finance management or other disciplines relevant to livelihoods and emergency response
- Substantial experience of relief or development; inclusive work with rural communities, particularly in emergency response, procurement and distribution of emergency items and cash transfer
- Knowledge and experience of emergency project development, monitoring and evaluation, preferably in livelihood
- Skills related to participatory research methods, computer literacy and numerical skills
- Understanding of the non-partisan status of an international NGO
- Good communication, presentation, training and report writing skills
- Ability to take a proactive approach in community capacity building, either directly or through facilitation of suitable support
- Experience in leading a team in fieldwork with communities
- Willing to work in isolated rural areas with basic living conditions, and work in difficult field conditions
- Good command of written and spoken English
- Knowledge of local language
- Commitment to Save the Children’s Child Protection Policy.

Desirable:
- Experience in livelihood
- Experience in finance management and internal control
