Short - term Monitoring and Evaluation Consultant

Project Summary:

MSI is currently seeking a short term Monitoring and Evaluation consultant for the USAID- funded Vietnam Evaluation, Monitoring, and Survey Services. The project is assisting USAID/Vietnam in designing and implementing various evaluations, monitoring surveys, and performance management studies. The project is also providing monitoring and evaluation training to Mission staff and implementing partners.

Position Summary:

MSI is seeking a short- term consultant to join the MSI technical team to support a variety of ongoing monitoring and evaluation tasks, including survey work. The consultant is expected to report to the VEMSS office in Hanoi, with the possibility for field travel. The consultant will report to the VEMSS Chief of Party.

Responsibilities:

Under the direction of the VEMSS Chief of Party, the consultant will provide following tasks:

• Develop technical protocols for studies/survey, which will be implemented by VEMSS;
• Develop data collection instruments, a data collection plan, and a data analysis plan;
• Participate in fieldwork (may require in-country travel);
• Perform data analysis;
• Provide technical contribution to development of technical reports.

Level of Effort:

This position is expected to take up 50% of the consultant’s time from October to November 2015, with a possibility for extension.

Qualifications:

• Master degree in international development, public health, or related field with at least ten (10) years of professional experience.
• Demonstrated evaluation experience. Experience with USAID- supported projects is an asset.
• Excellent personal communication and English writing skills.
• Fluent in quantitative and/or qualitative research methods.
• Experience working in complex environments.
